Environmental Protection Agency (EPA) is seeking a contractor to
provide comprehensive technical and analytical support to assist the
Agency in the development of regulations for motor vehicles, motor
vehicle engines, fuels and fuel additives. The Clean Air Act Amendments
of 1990 and other requirements have placed regulatory responsibilities
on EPA for development of more stringent emission standards, test
procedures and other regulations for motor vehicles and engines. The
1990 Amendments also mandated development of programs for regulation of
motor vehicle fuels and fuel additives. To meet these and other
responsibilities, the Agency will require a broad range of technical
support in areas such as the following: 1) Engineering/cost assessment
of emissions and emission-control systems for currently-controlled and
uncontrolled emissions; 2)Analysis/modeling of fuel composition,
production and distribution issues; 3)Environmental/air quality
analysis and modeling; 4)Economic analysis and modeling; 5)Selection or
design of suitable test procedures and protocols to determine health,
welfare and emissions effects of fuels and fuel additives; and
6)Safety/risk analysis. Fuels include conventional, reformulated and
alternative motor fuels as well as additives currently used or likely
to be used in these fuels. The required support will take the form of
work assignments concerning issues of regulatory significance, which
will be issued periodically as the need arises. Due to the short time
frames mandated for many of the above requirements, the contractor will
be called upon to provide rapid-turnaround response in many instances,
and to work on multiple work assignments concurrently. It is
anticipated that the Government will award a Cost Plus Fixed Fee
Contract with two twelve-month option periods. The contract will also
include options to increase the level of effort within each contract
term. The total level of effort is anticipated to be 45,000
professional labor hours, inclusive of quantity options.Award of a
contract is contingent upon receiving appropriated funds for this work.
