The Operational Contracting Office, Services Branch, Hanscom AFB, MA is seeking potential sources for the following equipment and services for information and planning purposes only. This synopsis does not constitute a request for proposal, and is not considered to be a commitment by the government. The meteorological system will be used to obtain Atmospheric Pressure, Temperature, Humidity, Wind Speed and Direction from 0 Kilometers to 30 Kilometers in altitude using a balloon borne meteorological instrument in conjunction with a ground station to receive and process the data. Five spare channels will be required for transmission of data from sensors used for scientific investigation of atmospheric parameters by scientist at Phillips Laboratory. The spare channels will be required to convert volts or microamps of current to counts upon reception of data so that the final data, in engineering units, can be obtained easily from the users calibration and the channel calibration. Any drift in channel datado to the large change in atmospheric temperature should be compensated for. The ground station system will receive, process and display, in real time, all data from the radiosonde to include the customers five spare channels of data. A graphics software computer interface package will be supplied along with the necessary cables to connect the ground station to an IBM compatible computer as a Windows 95 application. The software will provide the capability of down loading ASCII files of all data upon completion of flight. This system will not include the purchase of a computer. The government will furnish the computer. The radiosonde used in conjunction with the ground station is required to be an operational, off the shelf item. Other features required are as follows: a) Wind measurements are to be obtained using the Global Positioning System (GPS) satellite constellation. Winds accurate to 0.2 to 0.5 meters/sec with vertical resolution of between 30 to 50 meters. b) Measurement Range and Resolution: Pressure -- 1060 to 3 millibars with 0.1 millibar resolution Temperature -- +60 to -90 Deg C with 0.1 Deg resolution Humidity -- 0 to 100% RH with 1% RH resolution Wind Speed -- 0 to 180 m/s with 0.1 m/s resolution Wind Direction- 1 to 360 degrees with 1 degree resolution Wind Vector Accuracy: 0.5 to 0.2 meters/sec GPS Sampling rates of pressure, temperature, humidity and spare channels required to be in range of 0.5 to 2.5 sec. c) Frequency range 400 to 406 Mhz Carrier with FM modulation. Antenna to include, local GPS and UHF lobe switching, directional, solid state antenna. 200 Km minimum Telemetry Range is required. System will have automatic frequency search and lock-on as well as automatic direction search of the received signal. d) Must have graphics software with flexibility in changing scales and labeling graphs of all data in real time plots. e) The radiosonde package must be 500 grams or less including wet cell battery and have dimensions within + or -- 2cm, excluding antenna, as follows: L=15cm, W=7cm, and H=20cm, to allow proper ascending to 30 kilometers using a 1200 gram balloon. f) The radiosonde must withstand 52 degrees C on the ground and -- 85 Degrees C near the Tropopause region of the atmosphere.
