This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number N61339-98-Q-0141 is issued as a request for quotation (RFQ). All references to "offers" are understood to be "quotations." The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a Firm Fixed Price requirement (FFP) and will be awarded on an "all or none" basis. The Standard Industrial Classification Code is 3669 and the small business size is 700. The Naval Air Warfare Center Training Systems Division (NAWCTSD), 12350 Research Parkway, Orlando, Fl 32826, intends to place an order with the Centex Corporation, 324 Main Street, Carbondale, PA 18407 for the following items: CLIN 0001: HELMET, CVC, VIS, SIZE MEDIUM/LARGE WITHOUT HARD SHELL, P/N: D8802-2, Qty: 30 EA. CLIN 0002: LOWER CABLE ASSY, P/N: B8704, Qty: 30 EA. The contractor shall deliver the entire quantity: (1) F.O.B. destination; (2) within 15 days of award; (3) ship to: Logistics Transportation Services, Inc. Attn: FMS SANG Modernization Program, 1117 Wilso Dr., Baltimore, MD 21223. The following FAR/DFARs clauses and prescriptions apply and are incorporated by reference: FAR 52.212-1 "Instructions to Offerors Commercial Items (OCT 1995)" with the following addendum: Inspection and acceptance shall be made at destination; Provision 52.212-2 "Evaluation -- Commercial Items" with the following addenda: The Government intends to award a contract without discussion to the responsible offeror whose quotation conforms to the solicitation and provides the best value to the Government, price and other factors considered. The following factors will be used to evaluate quotations: (1) Past Performance, (2) Price, (3) Technical Capability. Evaluation of past performance shall be based on information provided by the offeror or through other sources (i.e., offeror's performance on previously awarded contracts with other Government or Commercial entities.) References should include the most recent contracts completed within the last two years. The offeror shall provide a point of contact, current telephone number and fax number for each contract. This list should be included with offer. Offers are to include a completed copy of the provision at 52-212-3, "Offeror Representations and Certifications Commercial Items (JAN 1997).
