NASA/LaRC plans to issue a Request for Quotation (RFQ) for dSPACE rapid control prototyping hardware-in-loop simulation with the following hardware and software. (1) 1 each TMS320C40/60 Mhz Processor Board, 768K words SCRAM; (2) 1 each DAC, 6 channel, 16-Bit; (3) 1 each Connector Panel for channel (2 slots required) (4) l each ADC, MUX 32 channels, 16-bit, simultaneous S&H; (5) l each connector panel for ADC, MUX (10 slots required); (6) l each digital I/O board (96 channels total); (7) l each combined connector and LED Panel for digital I/O board (7 slots required); (8) 2 each rack mount for connector panels (14 slots available); (9) 1 each PHS bus cable with 6 connectors and terminator; (10) l each 10-slot box with PC/AT bus interface cards and cable, 9 slots free; (11) 1 each total development package for the processor board containing RT140, COCKPIT40W, TRACE40W, MTRACE40 and MLIB; (12) 1 each TI C cross compiler/assembler/linker, PC, for the processor board floating point DSP floating-point DSP. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from dSPACE Inc., on a sole source basis because dSpace Inc. is the only supplier of the real time rapid control prototyping and hardware-in-loop simulation equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See Internet Note "B". (0335)
