Coast Guard Engineering Logistics Center is seeking qualified sources
for the inspection and repair of Woodward Governors, NSN
2910-01-215-0459, Part Number 8573-647, installed on Paxman RP200
Diesel Engines used onboard 110' Class Coast Guard vessels. Contractor
will be required to provide all labor and materials required to
perform the following on each Governor inducted for repair: (1)
receive; (2) disassemble; (3) inspect; (4) provide a detailed
Inspection Report/Repair Estimate; (5) repair; (6) reassemble; (7)
test; and (8) preserve and install in a reusable container. All repairs
shall be made in accordance with current Woodward Governor (OEM)
specifications and standards and Coast Guard YARD Specification Number
82323-8029. All parts to be furnished with the repairs must be genuine
Woodward Governor parts. It is believed that only Woodward Governor
and/or their authorized repair facilities can (1) obtain the necessary
specifications and genuine OEM parts to accomplish repairs; and (2)
can furnish the required services and ensure the proper fit, form, and
funtion of all its components. However, other potential sources can
submit information concerning their capability to overhaul these
Governors. Concerns that respond to this notice must fully demonstrate
their capability by submitting the following information: (1) Data
that the offered parts have been satisfactorily manufactured for the
Government or the Original Equipment Manufacturer which includes
complete and current engineering data to demonstrate the acceptability
of the offered parts (i.e., salient physical, functional and
serviceability characteristics); and (2) Data that the required
services have previously been provided to the Government or the
original equipment manufacturer. The deadline for submission of this
information is fifteen (15) calendar days after the date this notice is

issued pursuant to FAR 5.207(e)(3) and TAM 1205.207. The following Note

The U.S. Department of Transportation (DOT), Office of Small and
Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short-Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
