Arenas, (Acquisition Specialist) Mary Reynolds, Contracting Officer, Tel: (0632) 522-44-11, Ext. 3460, Fax: (0632) 522-4337 The Municipal Coastal Environmental Initiative (MCEI) is 15.3 million Activity (of which approximately $10.5 million has been set aside for an institutional contract) under USAID/Philippines Strategic Objective (SO) #4, Enhanced Management of Renewable Natural Resources. Although the Strategic Objective currently ends in the year 2002, USAID/Philippines plans to continue the Activity under a new strategy so that will be five years of MCEI implementation. This is a cost-reimbursement completion contract, using performance-based contracting methods. The objective of MCEI is to promote the spread of cleaner production/environmental management (CP/EM), which is closely related to pollution prevention, in coastal industries. To promote spread, MCEI partners will assist local and national institutions to develop and enhance integrated environmental management in the coastal zones. Through MCEI s efforts, targeted local communities and their officials will be in a position to prevent the pollution of their coastal resources using market-based incentives for business. National business organizations will be trained to become the CP/EM agents in promoting the strategy. Likewise, MCEI will assist government agencies, such as the Department of Trade and Industry (DTI), the Department of Environment and Natural Resources (DENR), and the Philippine Coast Guard (PCG), to become effective promoters of CP/EM. The MCEI Activity will coordinate with other donors and U.S. programs in order to (1) promote the spread of CP/EM, and (2) complement USAID's other efforts. Finally, MCEI s institutional contractor will leave behind trained private sector companies capable of providing industries with cleaner technology, production efficiency, and reduction of energy consumption. The result to be achieved by the end of the contract is: a minimum of 400 industries within selected sectors located in 8 coastal areas will have a 20% average reduction in current levels of industrial pollution. The sub-results of the activity are: (1) at least five national business and trade organizations and DTI have integrated CP/EM in their promotion of business investments; (2) DENR local officials regularly inspect industrial facilities and regularly publish results; (3) PCG promotes CP/EM to prevent maritime pollution; (4) at least 25% of participating provincial/city/ local governments have incorporated CP/EM strategy into local business requirements and regulations; (5) at least 25% reduction in production cost of businesses is attributed to CP/EM; and, (6) a minimum of four private sector companies have the capability of providing CP/EM technologies to industries.
