Industrial Supply Center (DISC) is seeking proposals from business
entities interested in participating in an acquisition as a Prime
Vendor / Integrated Supplier for a diving equipment and marine services
initiative. A Prime Vendor or Integrated Supplier can be defined as the
designation of a single source of supply for a wide range of products
and services associated with commercial and military diving operations.
The initiative will encompass equipment and services associated with
diving operations to include SCUBA equipment, thermal protection
equipment, surface supplied diving equipment, recall devices, air
purification systems, recompression chamber instrumentation and
equipment, gas analysis equipment, diver's underwater tools,
compressors, test equipment, underwater welding materials, batteries,
and a wide range of repair/spare parts commonly associated with diving
operations (o-rings, yoke screws, etc.). Other general supplies
include silicone compounds,grease, pressure, antiseizing and polyken
tape, CPV rebuild kits, needle valves, globe valves, ball valve kits,
valve repair kits, sealing compounds, lint free rags, gas detector
tubes, oil filters, other filters, oil, soda lime, and lubricants. This
initiative includes gases for mixed gas diving operations to include
oxygen, helium, and nitrogen. Marine services include hydrostatic
testing, system functional testing, and system and component cleaning
and recertification. This list of equipment and services is not all
inclusive and is only representative of the items which will be covered
by this initiative. The majority of the items are name brand specific
and/or general commercial items. The initial implementation sites will
be identified in the solicitation. Future implementation sites will
also be identified in the solicitation. The implementation sites are
located in the Pacific Northwest region, Pacific Southwest region, and
Hawaii region. Prospective contractors should be able to adequately
support purchases of equipment and services as cited above from orders
generated from multiple sites (diving commands) . Total estimated
annual purchases will range from a minimum of $1.3 million for the
initial implementation sites with a potential for multimillion dollar
sales per year during the option years of the contract. The maximum
dollar value is contingent on the number of diving organizations and
the extent of the participation of those organizations at any given
time. Prospective contractors should have an on-line Electronic Order
Entry (EOE) system and have Electronic Data Interchange (EDI)
capability. Subject solicitation will be issued on an unrestricted
basis with the resultant contract being an Indefinite Quantity Contract
(IQC) for one base year and four (4) one-year term options. This will
be a best value source selection acquisition in which technical merit
is considered more important than price. Solicitation SP0500-98-R-0011,
including the Statement of Work, core list of items, and complete
details, terms, and conditions, is expected to be issued on December 5,
1997 with an estimated closing date of February 6, 1998. A Pre-Proposal
conference is tentatively scheduled for January 13, 1998. To obtain
