S -- PRIVATIZATION OF ELECTRICAL DISTRIBUTION SYSTEM AT FORT CAMPBELL, KY SOL DACA87-98-R-0002 DUE 031598 POC Contract Specialist Carol Eaves (205) 895-1124 (Site Code DACA87) The U. S. Army Engineering and Support Center, Huntsville, intends to procure a contract for privatization of the electrical distribution system at Fort Campbell, Kentucky. Fort Campbell is located in north- central Tennessee and south-western Kentucky between Clarksville, TN (5 miles south) and Hopkinsville, KY (15 miles north). Fort Campbell has roughly 2000 administrative buildings and 4,100 sets of family quarters, with an estimated daytime population of roughly 40,000. Fort Campbell currently purchases electrical energy from five local electrical utility systems at 12 delivery points. The on-post distribution system consists of approximately 244,000 linear feet of 69kV subtransmission lines which serve eight 69kv-12.47kV distribution lines. Privatization is a process by which the Government sells its resources to a private entity and contracts with that entity for service. The Fort Campbell effort is anticipated to involve purchase, ownership, maintenance and operation of the electrical distribution system as a commercial electrical utility system, with the exception that energy will be sold to Fort Campbell directly from the Tennessee Valley Authority. This is a utility services contract and initial contract term will be for 10 years. It is anticipated that the Request for Proposals (RFP) will be issued on or about December 10, 1997. A preproposal conference/site visit will be scheduled shortly after release of the RFP. Technical evaluation factors will be set forth in the solicitation.
