Commission intends to negotiate a contract to lease electronic postage
meter equipment compatible with Pitney Bowes Mailing Systems. This
requirement will apply to all Commission locations and cover Meter
Model Numbers 6505, 6902, and Model 6264 Machine, A570 Scale, Model
E590 Machine, G160 Scale w/Interface, Model E520 Machine, EMS-5 Scale,
Model 6905 Machine, Model 6105 and Paragon II Processing System, Star
700 Shipping Systemm. The postage meter equipment must meet the
following minimum requirements: A prescribed U.S. Postal Service
penalty mail meter stamp. This unique indicia is required on meters
used for penalty mail. The postage meters must be compatible with the
U.S. Postal Service's Official Mail Accounting System (OMAS). The
system must provide for a consolidated activity report for all
locations. The postage meters must imprint directly on envelopes and
produce roll tape for affixing to uniform and other parcels. The
postage meters must have a computerized remote postage resetting
capability by telephone allowing such meters to be reset at the various
Commission locations. The reset system must provide controls to ensure
locations reset at the amount authorized with a maximum limitation.
The system must be capable of setting postage by utilizing any touch
tone telephone from any office without the presence of the meter and be
able to reset in Headquarters, if necessary. The meters must provide an
accounting function to track costs for up to ten separate accounts to
enchance management controls for monitoring, tracking, and storing
report for every mail item and every cent spent on postage. The meters
must have the capability to interface with the current Pitney Bowes
scales per attached. It is anticipated that an award will be made for
a base year from March 1, 1998 with options through February 28, 2003.
