solicitation for the integration and installation of a palletized
HC130H Sensor Upgrade System. The Sensor Upgrade System hardware will
include a Forward Looking Infrared Radar and Electro Optical device
(FLIR/EO), an Airborne Tactical Workstation (ATW), and a Military
Satellite Communications system (MILSATCOM). System hardware will be
selected and installed by the Contractor. The Contractor will also be
responsible for the system integration effort required to ensure the
new hardware and any associated software, in concert with existing
HC130H hardware and software systems meets the Sensor Upgrade System
performance requirements. Qualified Contractors will be ISO 9001
certified and a Software Capability Evaluation based on the Software
Engineering Institute Capability Maturity Model will be conducted as
part of the pre-award survey. Competition for this contract will be
full and open. An Indefinite Quantity Firm Fixed Price type contract is
anticipated. The contract will consist of a base year and four option
years. Delivery of the First Article will be timed so that the Sensor
Upgrade System's initial operating capability (IOC) will be no later
than 270 days after contract award. Up to eleven more systems will be
delivered after the first article. An option to modify up to eighteen
additional aircraft to accept the palletized system will be included.
An option for a Contractor managed logistics/maintenance system will be
included. An option for a Bench Test Tool (ATW) will also be included.
Orders for systems, aircraft modifications, logistics/maintenance, and
the Bench Test Tool will be contingent on funding available at award
and in the contract out-years. The U.S. Coast Guard anticipates
issuance of the Request for Proposal (RFP) on or about 12JAN98. Written
proposals will be due 45 days after issuance of the solicitation. Oral
presentations will be required and will be scheduled by the
Contracting Officer. This contract is scheduled for a middle 3rd
quarter FY98 award. Telephone inquiries for a copy of the solicitation
will not be accepted. Requests for the solicitation must be in
