39 -- ONE 151.2-TON PORTAL CRANE FOR NORFOLK NAVAL SHIPYARD, PORTSMOUTH, VA SOL N62472-97-R-1643 DUE 101698 POC William H. Wedler, 610-595-0505, Contracting Officer, Margaret Gettings, 610-595-0505 The Government intends to issue a competitive Request For Proposal (RFP) for one (1) 151.2-Ton Portal Crane to be delivered to Norfolk Naval Shipyard in Portsmouth, VA. The crane shall be a self-powered portal type with a rotating machinery house and luffing boom. The crane shall have a main hoist capable of lifting 151.2 tons at an 80 foot radius, and an auxiliary hoist capable of lifting 30 tons at a 140 foot radius. The crane shall be delivered in one piece onto 18 foot gauge track. The portal base shall be capable of being converted between 18 foot and 40 foot track gauge. The draft specification will be issued to interested firms for comment on or about 24 January 1998. The Request For Proposal is expected to be issued in April 1998. The draft specification and solicitation will be issued on a disk in Microsoft Office 97 (Word and Excel) format. A pre-proposal conference will be held at the Norfolk Naval Shipyard 15 days after initial issuance of the solicitation. All applicable Buy American and Trade Agreement Acts Clauses in FAR and DFAR will be utilized for this procurement. Cost and Technical Proposals are being solicited. the following evaluation factors will be considered for subject Request For Proposal: 1. Price/Cost; 2.
