The Government intends to purchase on a sole source basis the following hardware and software items manufactured and provided by Lucent Technologies: (1) RTU Continuous Presence MCU FY 98 upgrade PC CODE 1120-CPCP, p/n RTU Continuous Prese (1 each); (2) Installation for item 1 (1 each); (3) Rel 4.3 CRCS PE CODE 1121-C43, p/n REL 4.3 CRCS (1 each); (4) Installation for item 3 (1 each); (5) Video Processor Promotion upgrade to MCU PE CODE 2856-VPPP, p/n VPP PROMO (1 each); (6) Installation for item 5 (1 each). The Government requires these items to upgrade the Multi-point Conferencing Unit purchased from Lucent Technologies utilizing the General Services Administration schedule GS-35F-1020D in support of the Surface Combatant 21st Century (SC-21) program. These items are to complete the video conferencing network established by direction of the Program Office which has drop points at seven locations throughout the United States. This requirement is to make multipoint video/audio/data communications available through Integrated Services Digital Network (ISDN) lines without appointment scheduling. Lucent Technologies has the unique offering of continuing presence in their Multi-point Conferencing Unit. This equates to not having to schedule appointments with the multiple end users and coordinate availability days in advance. The Lucent Multi-point Conferencing Unit processor, memory, backplane and software are PBX based. Complete compatibility is absolutely necessary. Award is to be made utilizing Simplified Acquisition Procedures. All responsible sources shall provide manufacturer's specifications with their fax quote which shall be considered by the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, VA 22448.
