70 -- 70-HARDWARE MAINTENANCE SOL PB0105-8307-0001 POC Contract Specialist Judy McPhail (309) 782-8586 (Site Code DAAA09) The Headquarters IOC intends to issue a sole-source request for Proposal (RFP) DAAA09-98-R-3008 to Lucent Technologies (AT & T) to procure monthly hardware maintenance for the period 01 JAN 98 thru 30 SEP 98 plus four (4) option years for the following equipment: *System 85, (partial list of equipment) 1 ea Autovon, AT & T PEC 1252-AVN, 8 ea PortData Store AT & T PEC 65120, 1 ea AT & T PEC 6512A, 4 ea AT&T PEC65121,3 ea AT & T PEC 65123,1 AT&T PEC56124. *NOTE complete list of equipment will be furnished, if contractor feels that they can provide maintenance. Contractor shall proved maintenance (labor and parts) and shall keep the equipment in good operating conditions at a 99% operable level of service. Contractor shall be capable of remote maintneance and administration and of receiving and processing automatic trouble reports generated from the System 85. Coverage shall be 24 hours per day, 7 days per week, including holidays. Response time shall be as follows: Total system failure -- two (2) hours**, major failure -- four (4) hours**, minor failure -- twenty-four (24) hours during business day coverage (monday thru friday, 8:00 a.m. to 5:00 p.m.) at the government's request, minor failures shall be responded to outside the business day coverge. ** after telephonic notification by the contracting officer or his designated representative. Location of this equipment is at Pine Bluff Arsenal, Pine Bluff, AR. Vendors believing they can supply maintenance to all items at a competitive cost, shall submit a written response within 15 days of the publication date of of this notice that clearly shows its ability to meet the Government's needs -- responses shall include firm-fixed prices (individual monthly charges per item and extended total amounts per month, prices are to include all travel and per-diem charges). Maintenance personnel shall have had formal training in maintaining the proposed equipment and shall have had at least two (2) years experience maintaining the proposed equipment, or, in the case of newer equipment, that the experience equals 50% of the time the proposed equipment has been in the marketplace. Replacement personnel shall meet the same requirement as maintenance personnel they replace. All responsible sources may respond and will be fully considered, however, oral communication is not acceptable -- No contract award will be made on the basis of offers/proposals received in response to this notice. Written responses must include pricing and technical information sufficient to enable the Government to determine if a solicitation is warranted -- As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of solicitation. If no affirmative responses are received clearly demonstrating the vendor's ability to meet the Government's needs, within 15 days after publication of this notice, a sole-source solicitation shall be issued to Lucent Technologies (AT & T).
