intends to procure on an other than full and open competition basis
F/A-18C Engineering Development and Display Prototyping System. The
Prototyping System consists of: 1) one (1) simulated F/A-18C hosting
left/right DDIs, a center MPCD, instruments, stick, throttle, control
panels, and indicators for accurate evaluation of prototype displays,
2) one (1) Computational system consisting of the following hardware:
one (1) Silicon Graphics iris Onyx with one (1) graphics card for OTW
display and one (1) graphics card for the cockpit displays;One (1) one
Silicon Graphics Indigo2 for instructor operator station. The Onyx
computer contains Ethernet, serial, SCSI and VME interfaces to connect
to additional peripherals. The Indigo2 computer contains EISA
interface slots in addition to serial, SCSI, and Ethernet ports, 3) one
(1) Display systems consisting of the following hardware: One (1) 29"
high resolution color monitor for OTW display mounted for 40( by 40(
forward field-of-view; one (1) 29" high resolution color monitor for
heads down instrumentation display (DDIs and MPCD); and one (1) 19"
high resolution color monitor for IOS display, 4) one (1) 8mm DAT tape
drive for data storage of mission data, 5) Reality Engine II (RE2)
graphics subsystem for image generation, 6) one (1) Mission Simulator
System (MSS) software, implemented in C utilizing Object-Oriented
Design techniques which consists the following: a) MSS development
environment license, which includes C source code, makes files, and
internals manual for all MSS software, b) IOS development environment
license, which includes C source code and makes files for IOS software,
c) F/A-18 data library license which includes visual image and data
files describing motion, displays, sensors, controls, weapons and
countermeasures, d) Visual database, which includes approximately 150
nm square visual area with terrain and cultural features from DMA
information. This requirement is sole sourced to CTA Inc., Ridgecrest,
CA for Unique Capabilities, must be compatible with the existing
system and software. Any firm believing that they can provide this
Prototyping System shall submit a written response to be received by
the Contracting Officer no later than five (5) days after the
publication of this notice, which maybe considered by the agency. Award
