Synopsis/Request for Quotation (RFQ) for commercial items prepared in
accordance with the format specified in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-42. This solicitation
is 100 percent set aside for Small Businesses, Standard Industrial
Classification Code 3842. SPECIFICATIONS Air Ace Ballistic Panel Jacket
with Ballistic Integration Package P/N BA-2P/IP provides flak and small
arms fire protection with minimal bulk and maximum comfort. Identical
rear protective panels are constructed of specially-woven Dupont Kevlar
material and offer level III-A protection (NIJ) standards. Panels are
specifically designed ballistic cloth sleeves that include pockets for
holding ceramic/steel plates for supplemental protection up to level
IV (NIJ Standards). Front and rear panels are hermetically scaled. Over
each sealed panel is a specially designed sleeve constructed of high
quality fire retardant pack cloth (420 Denier or heavier) meeting one
or more of the following: NFPA 701 or equivalent standards. Quick
release adjustment buckles at the waist and shoulders connect the
panels together to form a jacket and can be adjusted to form a snug
fit. Vests must have provisions integrated to accommodate the Air Ace
Survival Vest (BPIP) and include integrated One Handed Survival Knife.

upon award. Award is to be based upon price and other factors in
accordance with FAR Clause 52.212-2 and as specified in descending
order of importance: 1. Price, 2. Ability to meet the required delivery
date, 3. Past performance. The provision at 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. Award will be made to
the responsive/responsible offeror with the lowest price and required
delivery dated of 24 Feb 98. See Note 22. Award will be in the
