Tedder@eglin.af.mil. 17. Air Force Research Laboratory is contemplating
issuing a Procurement Research & Development Announcement (PRDA) for
Small Smart Bomb Range Extension demonstration (SSBRE) in the spring of
1998. At this time we are requesting information packages from
potential sources on their capability to perform design, development,
integration, and demonstration of small GPS/INS guided air-to-ground
weapon and range extension technologies. The objective of the SSBRE
program is to demonstrate technologies in support of the Miniaturized
Munitions Capability Mission Need Statement (MNS CAF 304-97).
Specifically, the SSBRE is to demonstrate an expanded footprint of a
250# class GPS/INS guided bomb capable of penetrating hardened targets,
and a Wide Area GPS Enhancement (WAGE) capable GPS/INS guidance system.
In addition, technologies in support of fielding a miniaturized
munition, such as multiple carriage will be considered. The period of
performance for this effort is anticipated to be approximately 25
months. Firms having applicable interest, capability, and background
should submit particulars in accordance with Numbered Note 25 to
AFRL/MNK, Attention: Captain R. Keith Kenne, Building 13, 101 Eglin
Boulevard, Suite 337, Eglin AFB, FL 32542-6810. Firms will be evaluated
on their expertise, personnel, and facilities. Responses to this
synopsis must be received within 15 days from the date of publication.

results of the evaluation of information submitted. This synopsis is
for information and planning purposes only. It does not constitute an
IFB orRFP, and is not to be construed as a commitment by the
Government. Firms responding to this synopsis should state whether they
are or are not a small business concern or a small disadvantaged
business concern as defined in FAR 52.219-1 and FAR 52.219-2,
respectively. The Air Force reserves the right to consider a small
business set-aside based on responses hereto. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

problems that have been previously brought to the attention of the
contracting officer and could not be satisfactorily resolved at that
