Project Manager,404/331-1305 Construction Manager Services (CM) in
support of the new Miami, Florida Courthouse design and construction
project. The Scope of Services under this award may include, but are
not limited to: Design Phase Services; participation in design phase
partnering sessions, conducting design coordination meetings every two
weeks throughout the design phase, providing design guidance and
direction to the government's selected A-E, providing recommendations
based on special expertise in courthouse design, compliance
verification with design criteria and government standards, design
issue resolution, comprehensive technical review of design submissions,
conducting Value Engineering sessions, consolidating design review
comments and resolving each review comment, perform as the government's
Contracting Officer's Representative within delegated authority,
accounting and financial reporting for the GSA Project Manager,
coordination and interfacing with GSA Operational Divisions on design
issues relative to security, life safety, concessions, recycling, and
buildings operations, local and state intergovernmental coordination
relative to design issues in conjunction with the design A-E,
recommendations on construction phasing, assist in development of
Request For Proposals for a Guaranteed Maximum Price Construction
contract, assist the government in evaluation of construction
proposals, assist the government in review of construction subcontract
awards, identification of long lead items, and other required
supplemental services if so requested by the government and
Construction Phase Services; perform as the government's Contracting
Officer's Representative during construction including monitoring
progress, compliance verification with construction documents, payment
approvals, negotiations within delegated authority limits,
supplemental quality compliance testing, preparation of monthly status
reports, project financial reporting and control system, maintaining
a Prolog reporting and tracking system, development of any required
construction changes to modify the scope or schedule in coordination
with the GSA Project Manager, preparation of estimates, evaluation of
contractor proposals, monitoring of contractor's quality assurance and
quality control program including satisfactory resolution of any
non-compliant work, participation in construction phase partnering
sessions and other required supplemental services if so requested by
the government. The new United States Courthouse in Miami, Florida will
include approximately 50 secure interior parking spaces, a 230 space
parking structure, and approximately 40 surface parking spaces. The
estimated total construction cost for this project is estimated to
range between $115,000,000 and $125,000,000 with occupancy planned for
FY2002. The CM for this project will be selected utilizing Source
Selection and recent FAR Part 15 procedures. The evaluation will be in
two phases. Phase I is a written submission of technical
qualifications. For, as a minimum of three of the most highly qualified
firms submitting in Phase I, there will be a second oral presentation
phase and price submission phase. Categories of evaluation criteria and
associated weight factors to be applied in the selection process are as
follows: Phase I: (I) Past Experience- of each firm on at least 3
(three) comparable projects where same or similar CM services were
provided within the past six years (300 points). (II) Past Performance-
provide at least two references (including names, titles and phone
numbers) for each project submitted in the experience category, at
least 3 (three) within the last six years where same or similar CM
services were provided (300 points) . (III) Understanding Of The
Work-submit a narrative, not more than 3 pages-single spaced-
expressing an understanding of the work to be performed (100 points).
(IV) Key Personnel-Supplemental resources-(Design Phase-Core Team: A-E
Design Manager, Assistant A-E Design Manager)-(Design Phase-Design
Review and Support Team: Courthouse Consultant, Electrical Engineer,
Mechanical Engineer, Structural Engineer, Civil Engineer, Fire/Life
Safety Engineer, Security Specialist, Acoustics Engineer, Estimator,
Value Engineering Specialist, Project Controls Specialist
)-(Construction Phase-Core Team: Construction Manager, Project Controls
Specialist, General Inspector) (Construction Phase-Supplemental
Disciplines: Mechanical Inspector, Electrical Inspector, Civil
Inspector, Structural Inspector, Estimator, Scheduler, Quality
Assurance/Quality Control Consultant)-academic and professional
accomplishments of each of these disciplines will be evaluated in this
area for key personnel also include information on supplementary
personnel by disciplines available for support of other project needs.
(300 points). Qualified offerors who wish to submit an offer will be
required to submit four (4) copies of a Phase I proposal. The proposal
should be an 8 X 11 spiral bound format and should be organized to
correspond to the aforementioned evaluation factors. The Standard Forms
254 and 255 may be utilized but are not required . If these forms are
utilized, they must be current (reflecting a date not more than one
year old from the month of this notice) and must include information
responsive to the data requested in each section of these forms. The
total Phase I submission should not exceed 70 pages. Phase II: Offerors
selected (short-listed) to further participate in Phase II will be
required to present a scheduled oral presentation, at the General
Services Administration office in Atlanta, GA. The oral presentation
will expound upon the evaluation factors utilized in Phase I. The Phase
II offerors will also be required to submit a sealed price proposal
which will include, cost and pricing data that relates to proposed
overheads and salary rates and may be required to submit lump sum
pricing for a base set of CM services during design and construction
phases-pending availability of funding at the time of award. Further
details concerning Phase II submission requirements will be provided
tothose offerors selected for participation. This procurement is
advertised on an unrestricted basis. The applicable Standard Industrial
Classification Codes(s) are 8711 and 8712. The firm selected for award
of the Construction Manager services as a result of this announcement
will be precluded from competition for a Construction Manager as
Constructor CMc services for the Miami, FL., Courthouse project and be
required to sign relative Non-Disclosure forms prior to award. The
firm selected for award (applicable to large businesses only) shall
also be required to submit, and have approved prior to award, a Small
Business and Small Disadvantaged Business Subcontracting Plan that
reflects a proactive effort to achieve the minimum goals for all
subcontracted work: Small Business (32%), Small Disadvantaged
Businesses (6%), and Small Women-Owned Businesses (3%). Please submit
