consist of a base year and four option years. The contract total value
is estimated at $500,000. The awarded contract is estimated to start
February 1, 1998, on a call-when-needed basis. The place of performance
will be at the Contractor's facility. Contractors are to submit their
Standard Forms 254's and 255's covering the selection criteria to my
office by January 8, 1998, local time 4 P.M. Selection criteria will be
evaluated on (1) Professional qualifications for satisfactory
performance of required services. (2) Specialized experience and
technical competence in work required. Experience and qualifications of
proposed key personnel including specialized technical skills, project
coordination and management skills, and experience in working together
as a team. (3) Capacity to accomplish work. Adequacy of facilities for
performance of the work including those necessary to provide
specialized services. Volume and nature of present workload as it
relates to the ability to perform thework required. Availability of
additional Contractor personnel or consultants to support expansion or
acceleration of the project. (4) Past performance with Government and
private industry in terms of cost, quality of work, and compliance
with past performance schedules. (5) Geographical location. (6)
Equipment and software that meets industry standards. STATEMENT OF
WORK: The United States Forest Service (USFS), Geometronics Service
Center (GSC), herein referred to as the "Government" requires
professional mapping services to provide the timely production of
Digital Orthophoto Quads (DOQ)and associated data to support the
programs of the USFS and other cooperating Federal, State, and local
agencies. There is a growing national interest if DOQ imagery in a
3.75-minute format that meets either the National Map Accuracy
Standards (NMAS) or it's recently drafted replacement, the National
Standard for Spatial Data Accuracy (NSSDA) "Jan. 1997", at a
1:12,000-scale. There are insuffucient production resources within the
Government to meet their growing needs. Therefore, the Government
proposes to use private sector DOQ resources to accelerate the
production of these data. The USFS recognizes that technological
advances will evolve throughout the contract period. The Contractor is
expected to utilize the most advanced cost-effective processes for
this contract. SCOPE OF WORK: Work under this contract includes: A.
Develop photo bridging control pass points; B. Scanning aerial film
diapositives; C. DOQ differential rectification; D. Creation of DOQ
data files. The Contractor may also be required to produce, at the
option of the Government, one or more of the following: E. Aerial
photography acquisition; F. Softcopy photographic imagery; G. Airborne
GPS (ABGPS) derived aerial camera exposure stations; H. Geodetic
control points; I. Digital Elevation Models (DEM); J. Tagged Vector
Contour files (TVC); K. DOQ mosaic files; L. Hardcopy DOQ (full 7.5'
quad). The Contractor shall perform all tasks in accordance with the
specifications and shall deliver all products. Overall project
supervision and oversight shall be performed by a certified or licensed
professional photogrammetrist, geodetic surveyor, or engineer with
