extension to the current contract, NASW-4793, with Analytical Sciences,
Inc., of Durham, North Carolina, who currently provides comprehensive
occupational medicine services for NASA Headquarters in Washington, DC.
This action is for a contract extension for a five-month basic period
from February 1, 1998, through June 30, 1998, and three one-month
options. This extension will allow sufficient time for a competitive
follow-on procurement to be completed for these services. Analytical
Sciences, Inc. is the only source capable of providing these services,
because NASA Headquarters cannot experience a lapse in the services
due to, but not limited to, the following: 1. Medical monitoring and
surveillance for employees who are stressed due to downsizing, 2.
Foreign travel immunization necessary to support critical foreign
travel requirements, and 3. The employee assistance program that
provides confidential assistance to employees, which is on-going and
cannot be terminated without affecting the employees' health and
welfare. Therefore, no other contractor could perfrom these
requirements without prior extensive on-the-job training. The statutory
authority for this sole-source action is 10 U.S.C. 2304(c)(1), Only One
Responsible Source. Companies, however, that believe they can provide
these services for this extension period without any detrimental impact
to NASA Headquarters should fully identify their interest and
capabilities within 15 days from publication on the NAIS or Commerce
Business Daily. Such capabilities will be used solely for the purpose
of determining whether or not to conduct this contract extension on a
competitive basis. Responses received after 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government not to
compete this proposed contract extension on a full and open competitive
basis, based upon responses to this notice, is solely within the
discretion of the Government. Oral communications are not acceptable in
response to this notice. See numbered Note 22. A five year follow-on
contract is currently being competed for these services as a 100
percent small business set-aside. An Ombudsman has been appointed. See
