Inspection Agency (OSIA) anticipates awarding a fixed-price contract,
on an unrestricted basis, for the acquisition of Chemical Weapons
Escort Support Services for the purpose of transporting and escorting
foreign inspectors in support of the Chemical Weapons Convention (CWC)
Treaty. The anticipated award will include a 1-year basic contract
with 4, 1-year option periods. Services are planned to include
continuous monitoring (CM) at Chemical Weapons (CW) Destruction
Facilities (CWDF) and short-notice/short-term inspections at various CW
storage, production, and other related facilities. Continuous
monitoring support is expected to be required at the following CWDF
sites: Tooele Army Depot, Utah; Johnston Island (JI); Hawthorne Army
Depot, Nevada; Dugway Proving Ground, Utah; Umatilla Army Depot,
Oregon; Anniston Army Depot, Alabama; Pine Bluff Army Depot, Arkansas;
and Pueblo Army Depot, Colorado. The anticipated periods of
performance for the CM sites are as follows: FY98/99 -- Tooele, JI,
Hawthorne, and Dugway; FY99/00 -- Tooele, JI, Hawthorne, and Dugway;
FY00/01 -- Tooele and JI; FY01/02 -- Tooele, Umatilla, Anniston, and
Pine Bluff; FY02/03 -- Tooele, Umatilla, Anniston, Pine Bluff, and
Pueblo. Short-term/short-notice inspections are expected to be required
during each of the FY periods noted above. The Contractor is expected
to provide the necessary personnel at each of the continuous monitoring
locations with the personnel (excluding JI) normally based within the
local commuting area of the monitoring site. The
short-term/short-notice inspectors will be based in the Washington, DC
commuting area and must be available for deployment upon short notice.
Applicable travel costs for short-term inspections will be borne by the
Government. Current planning for JI calls for the Escorts to work on a
rotation basis with 6-weeks on-island and 2-weeks off. At the time of
award, the Contractor shall provide fully trained and qualified
personnel or make the personnel immediately available for Government
training. All escort personnel must have had or will receive, treaty
specific, CW Inspector training. Training costs for untrained personnel
will be paid by the Government. CW Escort Services at Tooele, JI,
Umatilla, Anniston, Pine Bluff, and Pueblo are expected to be needed
24-hours/day, 365/366 days/yr during the specified periods of
performance. Hawthorne and Dugway, due to reduced work-week schedules,
will require service to a lesser degree. Each escort must pass a
Category B physical and continue under the Category B medical screening
as specified by the Government. Each escort must comply with all blood
testing and sampling requirements. Treaty specific equipment and
vehicles will be provided by the Government. The Contractor shall
either possess or be eligible to receive a SECRET security clearance
from the Defense Investigative Service. All Contractor personnel must
possess or be eligible to receive a SECRET security clearance and
additionally, must receive Contractor Escort & Monitor Assessment
Program certification from the OSIA. All requests for the solicitation
