Harper, Contracting Officer (937) 255-7132 The United States Air Force
(USAF) requires high rate production of replacement Video
Tracker/System Controller (VT/SC) computer systems for the Infrared
Acquisition and Designation System (IRADS) of the F-117A
Infrared/laser/targeting system. The IRADS VT/SC performs all system
moding, dual turret control, dual laser firing and guidance coding
interface, inertial pointing, line of sight referencing, target
coordinate generation and weapon computer interaction, passive and
active ranging, Initiated and Periodic Built In Test, target video
tracking, and automatic/manual video control for the F-117A targeting
system. Potential bidders must possess detailed knowledge of the
existing IRADS interfaces to dual FLIR/DLIR turrets, unique IRADS CCD
reformatted video, serial, parallel, and device unique communication
electrical characteristics, timing control to existing (unmodified)
IRADS LRU's, and extensive knowledge of legacy IRADS assembly language
code and software functionality to ensure that the replacement VT/SC
LRU performs identically to the existing IRADS VT/SC. Bidders must be
able to provide secure classified SAR facilities and controls to ensure
that information contained in the complete IRADS with VT/SC Upgrade
operational is maintained at the proper classification level. Bidders
must have available complete F-117A avionics test capabilities to
verify system level IRADS performance at the mission level, and
document conformance to the requirements of the IRADS mission
requirements specifications for the production hardware using full
Infrared and Laser/Electro-Optical test capabilities, including ground
targeting and Hardware in the Loop (HIL) Laser Guided Bomb (LGB)
seeker guidance control verification. Bidders must provide methods to
perform Two Level Depot Maintenance support of production VT/SC
Hardware, including Automatic Factory Test Equipment (FTE), Shop
Replaceable Unit (SRU) Test capabilities, and Line Replaceable Unit
(LRU) test, qualification, and verification equipment and procedures.
Potential bidders must make available to the government documentation
related to their VT/SC replacement LRU's which ensure the future
supportability throughout the life of the F-117A fleet, including parts
control, obsolescence prevention, software maintenance and adherence to
Software Engineering Institute (SEI) procedures and processes, and
failure tracking and corrective action processes, which are integrated
with the existing methods in place for the unmodified IRADS LRU's in
the Integrated Product Support (SM) Forward Depot. Bidders must possess
the in-house test capabilities, proven procedures, production capacity,
and trained personnel to ramp up to a high rate of production
immediately after production go-ahead is granted by the Government
contracting agency, assuming ninety-six (96) production units to be
delivered commencing Apr 99 through Jun 00. Mr. Michael S. Coalson has
been appointed as Ombudsman to hear concerns from offerors, or
potential offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of an Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly, the Ombudsman does
not participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
