synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice,
and using the procedures of FAR 13.106-2 for simplified acquisitions.
All responsible sources may submit an offer that shall be considered by
this agency. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION;
proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE
ISSUED. NOTE: The Performance Specification for this acquisition can be
obtained by accessing the CECOM Acquisition Center's Business
Opportunity Page (ACBOP) at http://acbop.monmouth.army.mil (Under this
Solicitation Number) where self-registration is provided. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-01. This
Request for Proposals (RFP), simplified acquisition, is in accordance
with the FAR 13.601 test program for commercial items and is not set
aside for any special category of business. PROPOSALS MUST BE SUBMITTED
IN HARD COPY TO THE CONTRACTING OFFICER NAMED ABOVE AT THE ADDRESS
INDICATED (Bldg 1208), NOT LATER THAN 3:00 PM EST, 18 December 1997.
The period for acceptance of the offer by the Government shall be a
minimum of 60 days. If circumstances permit, the Government reserves
the right to award without discussions. Therefore, the offeror's
initial proposal should contain the offeror's best terms, including
technical factors and price. Award of a Firm-Fixed Price (FFP) contract
with options is anticipated as the result of this solicitation. The US
Army CECOM intends to procure the following item: Laser Borelight used
to boresight the Thermal Weapon Sight (TWS) AN/PAS-13, The Infrared
Aiming Light AN/PAQ-4( ) and other Night Vision devices. The Laser
Borelight enables the boresighting of weapons during daylight, low
light and darkness without discharge of the weapon. Item offered should
include the necessary interfaces to boresight all 5.56mm, 7.62mm and
.50 caliber weapons, a distance gauge, a commercially available
battery, such as 1.5 volt AA (BA-3058/U), an operator's manual,
carrying bag and targets. The interfaces, separately priced, shall be
easily removable and interchangeable. Proposals shall include a copy of
the offered minimum two-year Commercial Warranty. All salient
characteristics, testing and items to be included with the Laser
Borelight are to be found in the Performance Specification available on
the ACBOP website given above. QUANTITIES: An initial quantity of 20
each Laser Borelight and 20 each of the three Interfaces shall be
awarded for the purpose of testing by the Government in accordance with
the requirements detailed in the PRF-Laser Borelight Performance
Specification at paragraph 3.0. Delivery of these units shall be 20
Days After Contract (DAC). A series of Options shall follow: Option
one, for 2750 each Borelight shall be executable by the Government up
to 60 DAC.(See `NOTE' below for Interface quantities); Option two, for
2750 each up to 165 DAC; Option three for 3125 each up to 333 DAC;
Option four for 3125 each up to 513 DAC. Failure to award an interim
option shall not invalidate award of the following option. NOTE:
Interface Quantities: Offerors shall propose unit prices for three
ranges of quantities for each of the three (5.56mm, 7.62mm and .50 cal)
Interface Mandrels executable within the total option period set forth
for the Laser Borelight. The Ranges are: 1 -- 1149; 1150 -- 2349; 2350
-- 3500 (each). DELIVERY: (With each option) 100 each units 30 DAC; 200
each units 60 DAC; 300 each units 90 DAC; 500 each units each month
thereafter to completion. Deliveries shall be made to various locations
within CONUS. FOB: Source. Acceptance by the Government for delivered
items shall be at Destination. Standard commercial format and brochures
may be used to make an offer, with sufficient technical documentation
describing how the product meets this solicitation's requirements. The
following Federal Acquisition Regulation (FAR) and Defense Federal
Acquisition Regulation Supplement (DFARS) provisions and clauses apply
(and should be carefully reviewed): FAR 52.212-1 `Instructions to
Offerors -Commercial Items (JUN 1997)'. FAR 52.212-2
`Evaluation-Commercial Items (OCT 1995). Paragraph `a' insert reads:
The following factors, in descending order of importance, shall be used
to evaluate offers: Technical capability of the item to meet the
Government's requirement, price and past performance. The Government
will evaluate offered features for the Laser Borelight that are beyond
the minimum requirements provided in the Performance Specification
such as a Pulse or Training feature, Additional Warranty, Additional
weapons/optical devices capabilities, Delivery schedule improvement or
other features or services that enhance the effectiveness of the
device. Those additional features that have a cost should be separately
priced as optional. FAR 52.212-3 `Offer Representations and
Certifications- Commercial Items (JAN 1997). Offers shall include a
completed copy of this provision.- FAR 52.212-4 `Contract Terms and
Conditions-Commercial Items (MAY 1997)' with the following addenda: FAR
52.211-5 `New Material (MAY 1995); FAR 52.227-2 `Notice and Assistance
Regarding Patent and Copyright Infringement (AUG 1996)'; FAR 52.247-34
`FOB Destination (NOV 1991); Packaging Instruction: Each item shall be
packaged in accordance with best commercial packaging to enable
shipment to destination. -- FAR 52.212-5 `Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items
(AUG 1996)' for paragraph (b), (1) through (10) apply.; FAR 52.214-21
`Descriptive Literature (APR 1984); DFARS 252.212-7001 `Contract Terms

Applicable to Defense Acquisitions of Commercial Items (FEB 1997)' for
