The Naval Research Laboratory (NRL) has a requirement for systems engineering services in support of space and tactical communication systems projects of Naval Center for Space Technology. The work involves studies to determine the design requirements of future computer related systems, the development of software products to meet those requirements, and the engineering services necessary to maintain existing systems. The anticipated products are software programs, test plans, and procedures, studies, training, and related documentation. The principle place of performance is at the Naval Research Laboratory, in Washington, DC, where a satellite integration and test facility must be used in system, design, develop and evaluation. The statement of work will be included with the solicitation. Offerors must have demonstrated experience and ability to provide qualified personnel in performing the specified tasks. Prior to contract award, a contractor must have a secret facility clearance or higher, and personnel available with DoD granted personnel security clearances commensurate with level of access required for performance of the contract. The Government anticipates award of an Indefinite Delivery Indefinite Quantity (IDIQ) cost reimbursable contract with a five year total contract life.
