E-MAIL: Defense Supply Service-Washington, hamilrj@hqda.army.mil. The Defense Supply Service-Washington intends to acquire software databases on (FEDLINK)contract NO. LOCBOA95CLFB70039 (Library of Congress) with Information Handling Service, 15 Inverness Way East, P.O. Box 6720, Englewood, CO 80155-6720 for U.S. Army OASA(M&RA). These databases are to be used in personnel offices to provide an automated research tool to the personnel specialist. The databases include the (FEDERAL PERSONNEL MANUAL), Merit Systems Protection Board Decision, Federal Labor Relations Authority Decisions, Equal Opportunity Commission Decision, and Comptroller General Civilian Personnel Decisions. Retrieval methods provided by the software must include document number, subject matter, title, full title, full textword search. Full text must reside on (CD-ROM) discs playable on standard (CD-ROM) peripherals connected to stand-alone personnel computers or LAN. This data is also available through dial up to IHS online system. Data must be updated at least every 60 days by replacing the (CD-ROM) disc with a current version. System must run on an IBM PC/XT/AT or compatible under MS-DOS or Windows NT. System must be on the shelf type of item ready for delivery two weeks after award of contract. Vendors who are interested are invited to submit a proposal which shall be considered only if responding with clear and convincing documentation that it is advantageous to consider the offers. No solicitation document exists, therefore, requests for such documents will be considered invalid responses. Oral communications are not accepted and will not be honored. If no responses are received within 15 days of this publication, a delivery order shall be awarded to Information Handling Service. (0337)
