Y -- UKRAINE SS-24 MISSILE SENSITIVE EQUIPMENT REMOVAL PROCEDURES DEVELOPMENT POC David Staudt, Negotiator, (703) 325-9210, Edward L. Archer, Contracting Officer, (703) 325-5028 The Defense Special Weapons Agency (DSWA) under the Cooperative Threat Reduction Program, is assisting the Former Soviet Union States with the elimination of weapons of mass destruction. As part of this effort, DSWA will assist Ukraine with the elimination of the SS-24 missiles and silos. Within this program, DSWA will be assisting with the removal of the missile from the silo, for further neutralization. In doing so, certain sensitive equipment from the SS-24 Missile Launch Silos and Launch Control Silo will need to be removed prior to removal of the missile. DSWA intends to contract with STROOM, of Vinnitsa, Ukraine, to develop these procedures. These procedures will be made available to the contractor (to be determined) that will be responsible for the removal of missile from the silos. DSWA considers STROOM as the only contractor that can perform the work as proposed. STROOM is the only contractor with full access to secure facilities, and the working knowledge of the 43rd Rocket Army which controls the SS-24 missiles. No other source is known to have this capability, or the capability to perform the work within funding and time limitations. DSWA intends to award a sole-source contract to STROOM in Jan 1998. Any other firm desiring consideration must fully identify its capability to perform this requirement. See Note 22 (substitute 30 day proposal receipt period in lieu of 45 day period).
