NASA/DFRC plans to issue a Request for Offer (RFO) for Flight
Termination Command Receiver/Decoder, shall meet RCC 319-92 Flight
Termination Systems Commonality Standard. Units shall have the
input/output functions as shown in TABLE 1. TABLE 1-FUNCTION
STANDARD/FAILSAFE: +28 VDC Power; No Connection; DC Return; DC Return;
DC Return; DC Return/Failsafe Enable; No Connection; Terminate
Commands; No Connection; Optional Command; No Connection/Low Voltage
Sense; Tune Monitor C; Case Ground; +28 VDC Power; No Connection; Tone
Monitor B; Tone Monitor A; DC Return; No Connection; Terminate
Command; No Connection; Monitor Command; Arm Command; Signal Strength;
Signal Strength Return. Units shall meet the following Environmental
requirements and Test Data pack shall be provided with each unit.
ENVIRONMENTAL (QUALIFICATION TEST LEVELS): Electromagnetic
Interference: The unit is designed to meet the requirements of
MIL-STD-461C, for Class A equipment with the following changes; CS04
Conducted susceptability; 10MHz to 8.5 GHz, 60 dB minimum RF level;
Specific Band Rejection >100 dB: 2.2 to 2.4, 5.4 to 5.9, 9.4 to 9.8
GHZ. Operating Temperature: The unit meets all electrical requirements
over a temperature range of -54 degrees centigrade to +85 degrees
centigrade. Humidity: 0 to 97% relative. Shock: 1100 g's half-sine, 5
mS; 100 g's saw tooth, 11 mS. Random Vibration: 18.6 g's rms for one
hour; 30 g's rms for 10 min., 3 axis. Altitude/Temperature: 250,000
feet at -40 degrees centigrade. Pressure: 30 lb/in- for 30 minutes.
Acceleration: 118 g's, 5 minutes, 3 Axis. Derating: MIL-STD-975 is used
as a guideline for derating of all components. Mechanical Dimensions:
Shall be 1.0"x2.20"x3.30" or smaller. Weight: 8 ounces, maximum. This
procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. The
Government intends to acquire a commercial item using FAR Part 12. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 3823 and 1000 employees, respectively. The
DPAS Rating for this procurement is DO-C9. The provisions and clauses
in the RFO and model contract are those in effect through FAC 97-2. All
qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFO is on
or about December 21, 1997 with an anticipated offer due date of on or
about January 26, 1998. An ombudsman has been appointed. See Internet
Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
format and will reside on a World Wide Web (WWW) server, which may be
