Betty C. Kilpatrick, betty.kilpatrick@msfc.nasa.gov. NASA/MSFC plans to
issue a Request for Proposal (RFP) for buildup, operation and
maintenance of test facilities at Propulsion Laboratory, MSFC. This
cost-plus-award-fee service contract will require the contractor to
provide test facility support including mechanical, controls,
instrumentation, and special test equipment installation. All tasks
shall be performed with emphasis on quality, safety, and timely support
to users. Services will be performed on-site at MSFC. The period of
performance will be from August 1, 1998 through July 30, 1999, with 4
additional 1 year option periods. Additional options will be included
for operation of data acquisition and control system. Additionally, the
resultant contract is expected to include an Indefinite
Delivery/Indefinite Quantity (IDIQ) provision. PLEASE NOTE: This is an
8(a) set-aside. Only firms who are currently in the 8(a) program will
be considered for award. See Numbered Note 26. This procurement is an
8(a) set-aside national buy. The anticipated release date of the draft
RFP is on or about January 5, 1998. It is currently anticipated that
the formal RFP will be released in mid-February 1998 with formal
proposals due in April 1998. An ombudsman has been appointed -- See
Note "B" The provisions and clauses in the RFP are those in effect
through FAC 97-2. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 8731 and 1000, respectively. The DPAS rating for this
procurement is DO-C9. The solicitation and any documents related to
this procurement will be available over the Internet. These documents
will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint
4.0) format and will reside on a World-Wide Web (WWW) server, which may
be accessed using a WWW browser application. The WWW address, or URL of
