927-1910 SUMMARY: The Naval Air Warfare Center Weapons Division
(NAWCWPNS) China Lake, CA is continuing to develop fire suppressing gas
generator technology for use in tactical aircraft applications. This
technology could also be used to enhance the performance of commercial
handheld or other portable fire extinguishers. China Lake is now
looking for an industrial partner or industry team for a Cooperative
Research and Development Agreement (CRADA) to conduct joint research
and development and to expedite technology transfer of NAWCWPNS
innovations. NAWCWPNS is primarily interested in the development of
handheld or other portable fire extinguishers utilizing both inert and
chemically active fire suppressant gas generator (FSGG) formulations,
either utilized as a single agent or in combination with other gaseous
or dry chemical agents, and is looking to industry to exploit the
military and/or commercial potential of these materials in an effort to
make hybrid extinguishers based on this technology available for
military applications. A cooperative research and development effort
for FSGG technology may include related technologies. The Government
may grant an exclusive or a partially exclusive license on federally
owned inventions developed under a Cooperative Research and Development
Agreement. Interested parties must submit a two to three page white
paper describing the cooperative arrangement envisioned. This paper
must include the industrial partner's plan for commercial exploitation,
what technologies and data they are willing to share with the
Government as well as physical and financial assets they bring to the
partnership.The Naval Air Warfare Center Weapons Division will provide
a listing of related patents upon request to interested parties. The
objectives of Navy domestic technology transfer are: (1) to disseminate
technology originally developed in support of military applications for
potential alternative uses in the public and private sectors; (2) to
provide joint cooperative development programs that address problems of
critical concern to the Navy and other agencies or organizations; and
(3) to leverage research and development opportunities of mutual
interest to the Navy and industrial organizations. In pursuit of these
objectives the Navy transfers technology to other Federal Government
agencies, state and local governments, small and large United States
businesses, non-profit organizations and such public service
organizations as schools, hospitals and foundations. Under the Navy
Domestic Technology Transfer Program, the Government is permitted to
receive funds from a non-Federal party. However, the Government is not
permitted to fund a non-Federal party. For more information contact
