is looking for interested contractors that would like to submit offers
for Solicitation No. ASPS-98-0002. Contractors wishing to receive a
copy of a request for quotation should submit its request not later
than December 18, 1997. The requirement is with the Producer Claim
Branch (PCB) of Kansas City Management Office, Debt Management Division
that is responsible for collection of producer debt. This includes:
overall program opeations planning; generation of notification and due
process ltters; correspondencing with delinquent debtors; referral to
and coordination with external collectors (Treasury, IRS, Federal
Salary, DOJ, and Collection Agency); reporting of delinquent debt to
credit bureaus; monitoring claim activities in the field offices and
external collection entities for compliance and collection performance;
acceptance and handling of centralized promissory notes; and
compromise/write-off within authority. The PCB system structure has
changed over the last couple of years from a labor intensive, paper
oriented system utilizing paper folders varying in size from a few
pages to several thousand pages to an imaging system. PCB acquired a
FileNet imaging system that allows for the basic imaging of claim and
promissory note files (scanning, indexing, and retrieval). Currently
the system is in the workflow phase of development. Eleven personnel
are responsible for handling over 7,000 delinquent debts in house;
35,000 delinquent debts out in the field offices; and 600 promissory
notes. Because of this workload, it is necessary to streamline all
operations within the branch. One of the recommendations of the BPR was
a document imaging system. The first phase of the project is complete.
A FileNet document imaging system was installed that includes: 1.
Primary imaging file server, 2. Fax server, 3. Print server, 4. OSAR-
Optical Storage and Retrieval, 5. Custom application development, 6.
Systems installation and configuration, and 7. All the development
software licenses. The second phase is currently being completed. This
phase will include docuement workflow and management reports and
statistics. This the third and final phase of the imaging project. The
purpose of this phase is to continue to streamline the operations in
PCB and develop and enhance the imaging system capabilities. The
awardee will accomplish the following objectives: 1. Capture of
documents (reports and letters) from a PC application, the Automated
Collection Application System (ACAS); the System 36; and mainframe
applications. 2. Enhance file retrieval and display of documents for
viewing, printing, and faxing. 3. Provide quality control of claim/note
numbers indexed to the imaging system. 4. Develop a periodic audit to
reconcile the image index database with the ACAS database. 5. Automate
indexing of batch files through the use of bar coded document
