The National Oceanic & Atmospheric Administration, National Weather
Service, has a requirement for information technology support services.
These services include science support to include programming and
analysis, modeling, forecasting technique development, and testing in
support of meteorological and hydrologic activities; scientific
workstation support; local and wide-area network planning and
administration; RDBMS applications development and distributed
applications; office automation support for applications; help desk to
provide hardware/software/network troubleshooting; computer
technology; and multi-media graphics support. Current services are
being performed on-site at the Silver Spring Headquarters location.
Approximately 65 full time equivalent positions are required. For the
purpose of determining a reasonable number of qualified competitors,
interested parties are invited to participate in a "down-select"
process whereby capabilities to meet the following essential criteria
will be evaluated for further competition. Contractors should provide
their experience and qualification in response to the following
essential requirements: TECHNICAL REQUIREMENTS: Expertise in the
following disciplines: 1) Meteorology; physical sciences; statistical
meteorology; synoptic, dynamic, and physical meteorology; computer
science; software engineering; atmospheric sciences; oceanography; 2)
Probability and statistics, particularly with statistical techniques
used in regression analysis as applied to meteorological problems;
knowledge of techniques to test and evaluate statistical forecast
methods; 3) High Level Programming Languages/Software to include C,
C++, Fortran 77. Fortran 90, X-Windows, MOTIF, Object PAL (Paradox),
GUI development platforms including Oracle Designer and Developer 2000;
4) Structured analysis, object oriented design, object oriented and
entity relationship modeling, data warehousing, decisions support
systems, and distributive processing; 5) Operating Systems/Scientific
workstations/mini-mainframe systems to include UNIX, DOS, Windows NT,
Windows 95, HP-UX, AIX, LINUX, HP 715/735/750/ 755/I40, IBM RS6000,
VAX, DEC VMS, SUN, Cray C-90, Cray J; 5) Local/Wide area network (1000
node) support to include 4/16MB token ring, 10-100 MB ethernet, FDDI,
Cisco Routers/routing protocols, networking protocols and topology,
Madge networking equipment, TR and ENET Switching, Windows NT Advanced
Server administration, DEC and TRICORD server equipment, MS Systems
Management Server, network engineering and operations; network
security/firewalls; cc:Mail network (5000 node) project management,
administration and operations; ORACLE RDMBS, Informix. System 1032; 6)
General IT support services to include Corel Suite, general
applications support, help desk support, hardware repair/support
services, Windows 95 and Windows NT system administration and
workstation configuration/ training,: 7) Multi-media support to include
presentation graphics, publication design and production, multi-media
technology including digital imaging, animation, 35MM slides, image
scanning, distance learning, and WEB technology to include expertise
with HTML/JAVA. Demonstration of Experience in the following areas: 1)
Providing qualified personnel in a broad range of technical
disciplines; 2) Managing a procurement of this magnitude, including
subcontracting and teaming arrangements to supplement/complement
existing resources; and 3) Providing adequate numbers of senior
technical personnel with at least 10 years experience in their field.
ADMINISTRATIVE AND MANAGEMENT REQUIREMENTS: 1) Track record on employee
capture in follow-on contract situations; 2) Employee professional
compensation package and benefits, 3) Contractor retention record; 4)
Upward mobility, diversity, and training policies; and 5) Recruitment
