Aviation Administration (FAA) is seeking potential sources for the
Cooling Tower and Chiller Replacement and Power Service
Building/Battery Room/HVAC modification project at the Palmdale Air
Route Traffic Control Center (ARTCC), located in Palmdale, California.
The work for the Cooling Tower replacements includes but is not
limited to: installation of two (2) new cooling towers, cooling tower
foundations, sump pit, pumps, and flume with associated piping, power
control, foundations, installation of a pump monorail hoisting,
demolition of one (1) existing cooling tower, piping to the existing
three (3) cooling towers. Two (2) existing cooling towers shall be
provided with new piping, controls and power. Otherwork includes site
work, trenching, landscaping, paving, concrete placement, firestopping,
waterproofing, painting, controls, power, and underground utilities.
The work for the Chiller Replacement includes but is not limited to:
installation of three (3) new 300 ton chillers and pumps with
associated piping, power and controls, installation of new cooling
tower and chilled water piping to the existing two (2) chillers and
installed chilled water by-pass. Other work includes asbestos
abatement, piping, ductwork, miscellaneous electrical and finishes. The
work for the Power Service Building/Battery Room/HVAC Modifications
includes but is not limited to ductwork installation, installation of
registers/diffusers/grilles on existing and new ductwork, removal and
replacement of louvered doors at the entrance to the UPS room on the
east and west end of the CMU wall, replacement of existing motor
starter/disconnect to a variable frequency drive/starter/ disconnect,
modify the control system and relocate temperature sensor to UPS Room
and all other work as indicated in the project specifications and
drawings. The period of performance will be
two-hundred-and-seventy-five (275) calendar days. The estimated price
range for this project is between $2,000,000.00 to $3,000,000.00. The
Standard Industrial Classification for this procurement is 1711. The
FAA is seeking potential sources who have demonstrated successful past
performance with contracts involving the installation of 200 ton
Chillers or of similar size and nature and possess the necessary
business/technical bonding and financial capacity to successfully
complete a contract of this nature. Interested sources may request a

qualification and background information package must be received by
December 17, 1997. Potential sources will be evaluated and qualified
based on the following factors listed in descending order of
importance. Past performance, past experience and direct responsibility
involving the installation of a 200 ton Chillers or greater,
business/technical capacity, bonding, and financial capability to
successfully complete a contract of this nature. The FAA will be
soliciting offers for this project only from known qualified sources.
There will be a fee for the solicitation package which will be issued
on or around December 22, 1997. This Notice BELOW is for information
purposes for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
