SUBJECT: A Presolicitation Notice: REFERENCE: Sources Sought Synopsis DoD SHUTTLE/ISS PAYLOAD SUPPORT CONTRACT (DPSC) Number: 122613 released on 15 Sep 97. The Space Test Program (STP) at Kirtland Air Force Base New Mexico anticipates releasing a draft 8(a) Competitive Request for Proposal (DRFP), Solicitation Number, F29601-97-R0023 on or about 17 Dec 97 for the DoD Shuttle/ISS Payload Support Contract. Following the release of the DRFP, the Program Office will hold a Briefing For Industry (BFI) and Site Visit on Tuesday, 6 Jan 98, at NASA/JSC, Houston Texas. The Program Office will also be scheduling one an half hour blocks to conduct one-on-ones with all interested 8(a) concerns beginning Tuesday, 6 Jan 98 and ending approximately 9 Jan 98. Specific information regarding the BFI, One-on-Ones, and DRFP will be located on TE web site: http://www.te.plk.af.mil. Please check the web site for locations, times, and limitations to the number of attendees. Request all interested offerors RSVP no later than 19 Dec 97 if you plan to attend the BFI. The scope of the DoD Shuttle/ISS Payload includes operational engineering support for the Department of Defense (DoD) Space Test Program (STP) Shuttle/ISS Payload Support Contract (DPSC). Contract support is necessary for the successful conduct, planning, integration and operation of experiment payloads on the National Aeronautics and Space Administration's (NASA) Space Shuttle and International Space Station (ISS). Included will be: the integration and operation of designated DoD payload experiments into the Space Shuttle and ISS missions; payload element processing and testing; safety and requirements verification and validation; engineering analysis; DoD Payload Operations Control Center (POCC) maintenance; logistics support of payload elements and ground support equipment maintenance of the DoD document library and vault, and performing configuration management functions for documents and equipment. The resultant contract is anticipated to be unclassified; however, handling of SECRET material may be required. A SECRET facility clearance will be required prior to contract award. STP anticipates a Cost Plus Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity Task Order (IDIQ) with a base period of two years and one three-year option. The anticipated period of performance is: 1) Basic contract May 98 -- Apr 2000, 2) Option 1, May 2000 -- Apr -- 2003. The contract is anticipated to be awarded on or about 1 May 1998. The DoD Shuttle/ISS Payload Support Contract will be conducted under 8(a) Competitive procedures. The formal RFP will be released on or about 30 Jan 98, with the date for the receipt of proposals 30 days after issuance. Requests for solicitation must state that neither the requester, nor principal officials/owners, are currently suspended/debarred from receiving contract from any Federal Agency.
