C -- ENGINEERING SERVICES FOR DESIGN MEMORANDUM AND CONSTRUCTION PLANS AND SPECIFICATIONS FOR RAILROAD RELOCATIONS AT THE NEW KENTUCKY LOCK PROJECT SOL DACW62-98-R-0005 DUE 012198 POC Technical POC, William Abbott 615/736-5954, Contract Specialist, Maxie Covington 615/736-7276, Contracting Officer, James Baber 615/736-7276. 1. CONTRACT INFORMATION: A-E Services Are required to prepare a Design Memorandum and Construction Plans and Specifications and provide Construction Phase Services for the relocation of the Paducah and Louisville (P&L) Railroad at Kentucky Dam near Grand Rivers, KY. This announcement is open to all businesses regardless of size. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in Jan 98. Design dates are contingent upon funds availability. FY98 funding for this project is limited to approximately $300,000. Efforts beyond the initial phase of this contract will depend upon future funding levels. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for the work it intends to subcontract. The subcontracting goals for the Nashville District with Small Business are 55%, including small disadvantaged business of 8.5%, and woman owned small business of 3%. The subcontracting plan is not required with this submittal. Groups with prime-sub relationships or joint ventures will be considered as well as firms having all disciplines in-house. Responding groups or firms must have demonstrated competence and experience in the following disciplines: Civil, Structural and Geotechnical Engineering, Surveying, Technician Support, and Cost Estimating (MCACES experience). All CADD services must be compatible with Microstation 5.0. 2. PROJECT INFORMATION: This project involves the relocation of an existing single track railroad presently located on Kentucky Dam to a downstream location. This downstream location has been selected and will involve a major crossing of the Tennessee River. The relocation of this railroad is required due to the future addition of a new lock at Kentucky Dam. The project consists of a single span railroad bridge crossing over a navigation channel of approximately 450 feet width, a high level bridge of an approximate total length of 3100 feet, approximately 12,500 feet of relocated single track line involving embankment and cut slope designs. The estimated construction cost of this project is between $30 and $40 million. Cost estimates must be prepared using the Corps of Engineers Micro Computer Aided Cost Estimating System (MCACES). MCACES software will be provided by the Corps. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance. Criteria a-d are primary. Criteria e-g are secondary and will only be used as "tie-breakers" among technically equal firms. a. Specialized experience and technical competence of the prime firm and any subcontractors in the type of work required. Evaluation factors will include: -knowledge of and experience with major railroad design projects, -experience in designing an overwater railroad bridge with total length of approximately 3100 feet and a single span bridge section of approximately 450 feet crossing over a navigation channel, -design experience in railroad embankments (approximate heights of 70 feet) and excavated cut slopes (approximately 40 feet in depth) -experience in construction sequencing and maintenance of existing rail traffic -experience in geotechnical design for railroads and railroad bridges (Note that field exploration for this project will be handled by inhouse Corps personnel and/or existing geotechnical contracts already in place within the District.) -effectiveness of the proposed management structure and the prior working relationship between a prime firm and any subcontractors with a single point of contact between the A-E and the government project managers clearly identified. b. Professional qualifications of the key project management and technical personnel to be assigned to the contract. Evaluation factors will include the education, training, experience, and registration of these personnel. Qualified personnel are required in the following disciplines: Civil, Structural and Geotechnical Engineering, Surveying, Technician Support, and CostEstimating (MCACES experience). c. Capacity of the firm to accomplish the work. d. Past performance and experience on DOD and other contracts with respect to cost control, quality of work, and compliance with schedules. e. Extent of participation of small businesses (including woman owned), small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. f. Geographical proximity of the office in relationship to the Nashville District Office and the project site. g. Volume of DOD contract awards in the last twelve months as described in Note 24. 4. SUBMISSION REQUIREMENTS See Note 24 for general submission requirements. Firms desiring consideration are invited to submit 2 copies of an updated and accurate SF 254 (11/92 edition) and SF 255 (11/92 edition). A current SF 254 is also required for all subconsultants. If the prime contractor to perform the work is located in a branch office, the SF 255 shall reflect key disciplines and experience for the branch office only. Include the firm's ACASS number in SF 255, Block 3b. The business size status (large, small and/or minority) should be indicated in SF 255, Block 3b. Definition: A concern is small if the annual receipts averaged over the past 3 fiscal years do not exceed $2.5 million. The S.I.C. code is 8711. For ACASS information, call 503-326-3459. No other general notification to firms under consideration for this work will be made and no further action is required. This is not a Request for Proposal.
