Contract Specialist Ron Donez (Site Code DACA05) ENVIRONMENTAL
SERVICES, US ARMY CORPS OF ENGINEERS, SOUTH PACIFIC DIVISION BOUNDARIES
AND NATIONWIDE, DACW05-98-R-0013. The government intends to award two
indefinite-quantity, indefinite-delivery service contracts for
environmental documentation within the US Army Corps of Engineers,
Sacramento District civil-works boundaries (primarily portions of
California, Nevada, Utah, and Colorado) and military boundaries
(Northern california, most of Nevada, and all of Utah). However, to
support DOD major commands and other Federal agencies, work may be
required throughout the remainder of the contiguous U.S. as well as
Alaska, Hawaii, and military instalations in the Far East. Services
consist of all aspects of environmental documentation as required by
the National Environmental Policy Act (NEPA) and pertinent implementing
guidance, including but not limited to: Records of Environmental
Consideration (REC), Environmental Assessments (EA), Findings of No
Significant Impact (FNSI), Environmental Impact Statements (EIS),
Records Of Decision (ROD), or portions thereof. In addition, services
may include the preparation of environmental documents pursuant to the
California Environmental Quality Act (CEQA) and its implementing
guidance, other environmental studies and reports, technical review of
similar reports prepared by others, and development of natural
resource restoration proposals. Specific services include: scientific
analysis analyses and assessment of biological, ecological,
cultural/historic and archeological resources; technical analyses of
water quality, air quality, traffic, and noise impacts; endangered and
threatened species inventories and biological assesments; habitat
evaluations (HEP analyses); wetland delineations; Seciton 404(b)(1)
water quality evaluations; Clean Air Act conformity determinations;
economic analyses; identification of current and projected land uses,
including reuse alternatives for BRAC actions; identification and
evaluation of potential impact mitigation measures; preparation
ofmaster plans for development and management of natural resources;
coordination with interested Federal, state, local agencies and
organizations; preparation of public involvement plans and facilitation
of public meetings; and regulatory compliance coordination and
documentation. Specific technical capabilities include, but are not
limited to, hydrology; noise surveying; traffic studies; air quality
monitoring; physiography/surface hydrology; meteorology;
soils/geology/hydrogeology; land use analysis; socioeconomic analysis;
and use of GIS (Geographic Information Systems) and similar
technologies. Each contract will have a basic contract period of 365
calendar days after award with four option years (option years to be
exercised at the discretion of the Government). The contracts,
inclusive of all options, will not exceed $12.5 million each. The
not-to-exceed amount will be distributed evenly among the base period
and option years, resulting in annual limits not-to-exceed $2.5 million
each. However, if this annual cap has been reached and the Contracting
Officer agrees, option years may be exercised before the end of the
contract year. The minimum guaranteed amount of the base year is two
percent (2%) of the annual, not-to-exceed amount; the minimum amount
for each option is one percent (1%) of the annual, not-to-exceed
amount. As the need for services under this contract arises, the
Government will issue individual task orders with specific Scopes of
Work describing the requirement. These task orders may be competed
between the two contractors receiving awards under this sollicitation.
This procurement will be conducted under SIC code: 8999. The size
standard for this SIC code is: $5,000,000.00. The acquisition method is
negotiated procurement. A technical and cost proposal will be required.
Evaluation by the Government will result in selection of firm that
represents the most advantageous offer to the Government based on
technical merit, price/cost and other pertinent factors. This
acquisition is unrestricted and not set-aside for small businesses.
However, the Government reserves the right, should an adequate quantity
of qualified 8(A) businesses respond, to amend the solicitation to set
one of the contracts aside for 8(A) businesses. Large businesses
competing for this project must comply with the FAR 52.219-9 clause
regarding the requirement for a subcontracting plan on the part of the
work it intends to subcontract. The recommended goals for
subcontracting are 55.0% for small business, 8.5% for small
disadvantaged business, and 3.0% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. Questions on socioeconomic programs can be

(916)557-7854. Solicitations for this project must be ordered by the
CUT OFF DATE of 19 December 1997 to ensure receipt of solicitations.
Orders received beyond the CUT OFF DATE (19 December 1997) will not be
honored. There is NO CHARGE for the solicitations. Because a limited
number of solicitations will be reproduced, copies are limited to one
set per firm. Plans and specifications will be mailed out on or about
30 December 1997. Requests may be submitted by FAX, mail or in person
to USAED, Sacramento, ATTN: Plan Room, 1325 J Street, Sacramento, CA
95814. Do not address to the contract specialist for this will delay
your order. Firms are requested to provide their name, street and
mailing address, telephone number and FAX number, and the solicitation
number of the project. All responsible sources may submit a
bid/proposal which will be considered by the agency. See Note 26. For
