(410) 962-3475 This procurement is unrestricted. Requirements contract
for Relocation Services for the Department of Defense Civilian
Employees, within the United States and it's possessions. Services will
include Relocation Information Counseling, Guaranteed Homesale Service,
Marketing Assistance, Property Management Program, and Destination
Assistance (Homefinding for Buyers, Homefinding for Renters, and
Mortgage Counseling). Approximately 1,500 permanent change of station
(PCS) moves annually utilizing these services are anticipated. Offerors
must have access to large financial resources, and the capability to
manage a nationwide network of vendors which are utilized to perform
functions which include, but are not limited to appraisals,
inspections, real estate market analysis, home improvement inspections
and resale of property. Submittal of a cost and technical proposal
will be required. Evaluation Criteria will be identified in the RFP.
SUBCONTRACTING PLAN REQUIREMENTS: PRIOR to award, the selected large
business low bidder must submit an acceptable subcontracting plan
within the time limit prescribed by the contracting officer, consistent
with Section 806(b) of Public Laws 100-180, 95-507, 99-661. A minimum
of 30% of the total planned subcontracting dollars shall be placed with
small business concerns. At least 15% of the total planned
subcontracting dollars shall be placed with small disadvantaged
business concerns, to include Historically Black Colleges and
Universities/Minority Institutions, and a minimum of 8% of all
subcontracting dollars be placed with women-owned small businesses. A
plan is NOT required with the bid. In order to comply with Debt
Collection Improvement Act of 1996, effective March 1, 1998, all
contractors must be registered in the Central Contractor Registration
(CCR) to be considered for award of a Federal contract. Contact CCR Web
