NASA/Goddard Space Flight Center (hereinafter referred to as GSFC) proposed a sole-source extension to the current contract NAS5-32459 with Jorge Scientific Corporation who currently provides support services for GSFC in Maryland, Wallops Flight Facility (WFF) in Virginia, and NASA Headquarters (HQ) in Washington D.C. The contract with Jorge Scientific Corporation started on March 1, 1993, and is going to expire on February 28, 1998. Although work is underway to compete this requirement, the selection of a successor contractor is expected to be at least seven months away. Therefore, a contract extension is necessary for a 5 month period from March 1, 1998 -- July 31, 1998. Jorge Scientific Corporation is the only source capable of providing these services because GSFC, WFF and HQ cannot experience a laspse in the services including, but not limited to, the following: 1. Arrange and conduct conferences, peer reviews, working group meetings, symposia and workshops. 2. Operate and maintain state-of-the-art audio-visual equipment in conference facilities and auditoriums. 3. Assist in the production and publication of scientific and technical documents. 4. Provide administrative support to operate the Service Desk, Auditoriums, Conference and Reprographics Facilites. Since Jorge Scientific Corporation is intimately familiar with this requirement at NASA's GSFC, WFF, and HQ, no other contractor could perform these requirements without prior extensive on-the-job-training. The statutory authority for this sole-source action is 10 U.S.C. 2304(c)(1), Only One Responsible Source. However, companies that believe that they can provide these services for this extension period without any detrimental impact to GSFC, WFF and HQ should fully identify their interest and capabilities within 15 days from publication on the NAIS or Commerce Business Daily. Such capabilities will be used solely for the purpose of determining whether or not to conduct this contract extension on a competitive basis. Responses received after 15days or without the required information will be considered noresponsive to the synopis and will not be considered. A determination by the Government not to compete this proposed contract on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. A 5 year follow-on contract is currently being competed for these services as a 8A set-aside. (0339)
