STATE OF HAWAII, DEPARTMENT OF HUMAN SERVICES, REQUEST FOR INFORMATION FOR THE HAWAII MEDICAID INFORMATION SYSTEM REQUEST FOR INFORMATION The State of Hawaii, Department of Human Services, Med-QUEST Division (DHS-MQD) is issuing this Request for Information (RFI) to determine what vendors and technologies exist in the market place that can assist the Division to cost effectively implement a new Hawaii Medicaid Management Information System (HIMMIS). HIMMIS must provide the functionality of a traditional Medicaid Management Information System (MMIS), and in addition, provide Enhanced Reporting capabilities, Managed Health Care Encounter Data Processing, Recipient Enrollment and Disenrollment in Health Plans, Capitation Payment and Premium Share Billing. The system will become the comprehensive management tool for the efficient, effective and economical administration of the Hawaii Medicaid program and the QUEST Demonstration Project. The DHS is utilizing the RFI process to gather information to help better plan its Information Technology strategy as it relates to its overall goal of implementing an up-to-date HIMMIS. It is seeking information that would lead to a cost effective, and expeditious implementation that will, to the extent possible, maximize the use of Commercial Off the Shelf or Government Off the Shelf software packages. The use of subcontracting to niche vendors is acceptable and to the extent that the process results in a "best of the breed" combined solution to MQD's needs, it will be encouraged. After the RFI process, DHS/MQD intends to issue one or more Request(s) for Proposals to acquire the system and related services.
