AIR FORCE QUALITY AND MANAGEMENT INNOVATION (AFQMI) OFFICE, RANDOLPH
AFB, TX. The Government is providing this information for training as
a sources sought initiative. The Most Efficient Organization (MEO)
Study training will provide students with the necessary skills for
performing a MEO study to meet the requirements specified in the Office
of Management and Budget(OMB) Circular A-76, Performance of Commercial
Activities, and Air Force Instruction(AFI) 38-203 (Draft), Commercial
Activities Program. Training goals are to provide students the
knowledge and skills needed to: analyze and design improved and/or new
organizational processes, analyze and streamline organizational
structure, and document study results. The desired training will
provide a step-by-step MEO development process, emphasizing hands-on
performance to attain training objectives. In addition to classroom
training, each student will be provided a course book sufficiently
detailed for use as a reference source. The class sizes will generally
range from 25-30 students, and it's highly desirable that the training
be provided on-site. On-site training may include training outside the
Continental United States. Course length will be needed to attain
training objectives, but is estimated to require 5-8 training days. A
training day will be from 0800 to 1630 hours daily with one hour for
lunch. Training should be available to start anytime after 27 February
