two-phase design-build acquisition for demolition and replacement of
Hale Moku Navy Family Housing to include tot-lot facilities. Dwelling
units for Phases I and II are 2 bedrooms, and for Phase III units are
3 bedrooms, combination of one and two story structures. Base Item 1,
Phase I, 72 units, Option 1, Phase II, 170 units to be exercised in
FY99, and Phase III, 97 units to be exercised in FY00. All phases for
dwellings and roadways shall form a homogeneous community. Work
includes design and construction of a complete and usable facility
consisting of necessary demolition of existing units, site
improvements, structures, and off-site work as required. Consideration
for energy efficiency, low maintenance, and develop neighborhood
identity and focal areas (i.e., focal points for persons to congregate,
convenient services, open space and/or facilities for social
interaction. Air condition dwelling units. Provide dwelling units with
solar hot water system. Site for Base Item 1 is approximately 7 acres,
Option 1 approximately 16 acres, and Option 2 approximately 11 acres.
This is a firm fixed-price procurement and will use the two-phase
design-build source selection procedures. There will be two separate
solicitations issued sequentially. The phase-one solicitation include
evaluation criteria for following factors: A) Designer's Qualifications
and Experience; B) Conractor's Qualifications and Experience; C)
Design/Build Management Plan; D) Financial Resources; and E) Small,
Small Disadvantaged, and Women-owned Small Business Subcontracting
Program and Plan. Proposals will be evaluated for selection of not more
than five of the best qualified firms. These firms will then proceed to
phase-two of the procurement process. They will be issued the phase-two
Request for Proposal (RFP) solicitation and will be given an
opportunity to submit technical and price proposals. The offeror whose
proposal is the most advantageous to the Navy and offers the best
value, cost or price and other factors considered,shall be selected. A
pre-solicitation conference is tentatively scheduled for 6 January
1998. This conference will be for the purpose of explaining the process
and entertaining questions. The RFP shall include the phase-two
evaluation factors: A) Proposer's Quality of Past Performance
(information submitted in phase-one will be considered and no
additional data will be required); B) Quality of Building and Site
Design, with subfactors; C) Building Engineering Material, Quality and
Maintenance, with subfactors; and D) Added Quality of Building and
Site Design; and E) Small, Small Disadvantaged, and Women-owned Small
Business Subcontracting Program and Plan in accordance with DFARS
252.219-7003 and DFARS SubPart 215.6. Policies, provisions, and clauses
of the final rule for the revisions under FAR Part 15 will be
