SYNOPSIS/SOLICITATION to procure 8 ea. Commercial-Off-The-Shelf (COTS)
X-Band Up-converters (0001AA 2 ea, 0001AB 6 ea) and 12 ea. COTS X-Band
Down-converters (0002AA 2 ea, 0002AB 10 ea), with an option to procure
an additional 2 ea. X-Band Up-converter (0003AA) and 3 ea. X-Band
Down-converters (0004AA). Notes to the Offeror: The Offeror is to
furnish two (2) sets of descriptive literature with proposal
submission. The supporting literature must be in sufficient detail to
enable the Government reviewer(s) to determine that the equipment
proposed is in full compliance with the technical requirements stated
in the technical description. If the Offeror elects to provide test
data that have been conducted on their equipment which can substantiate
compliance to the technical description, the Offeror is welcome to do
so, however, it is not mandatory. Contract Award will be based on the
LOWEST PRICE, TECHNICALLY ACCEPTABLE proposal. Successful offeror will
be asked to complete Representations and Certifications, that would
ordinarily be included in a solicitation Offerors are advised of the
following FAR clauses and provisions; 52.212-1 Instruction to
Offers-Commercial; 52.212-3, Offeror Representations and Certifications
-- Commercial Items (offeror shall include a Completed copy of this
provision with the written quote); 52-212-4, Contract terms and
conditions; and 52.212-5, Contract Terms and conditions required to
implement Statues or Executive Orders -- Commercial Items. Written
proposal are due no later than 2:00PM E.S.T., 5 January 1998. The
request for proposal (RFP) number assiged to this solicitation is
DAAB07-98-R-D015. Solicitation requiremnets and incorporated provisions
and clauses are those in effect through Federal Acquisistion Circular
90-45, 46. Offerors are requested to provide written quotes for
Contract Line Items 0001AA through 0004AA. Please note that the
Specifications and Reps and Certs can be downloaded directly from CECOM
Business Opportunity Page at http: acbop.monmouth.army.mil under
solictation DAAB07-98-R-D015. This is a combined Synopsis/Solicitation
for commercial item prepared in accordance with the format in FAR 12
and 13 as supplemented with the additional information included in this
notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: Proposals
are being requested and a WRITTEN SOLICITATION WILL NOT BE
ISSUED.Terms of acceptance: Two prototypes (2 ea. Up converter and 2
ea. Down converter) will be delivered for operational test and
evaluation 30 days prior to final delivery. DoD civilians will perform
testing and evaluation: Offeror will be advised in writing if any
modifications/changes are required NLT 15 days prior to final delivery.
Upon notification of successful testing, Offeror will make final
shipment to CECOM. The prototypes will be counted toward the final

Technical Manuals: Commercial Operator and Maintenance manuals. Offeror
shall provide copies of manuals with their proposal. WARRANTY: Standard
commercial warranty on parts and labor is required. Offeror shall
provide a copy of warranty with their proposal to include information
on the specific terms of their warranty. If optional warranty is
offered, state so. MARKING/BARCODING: Shall be in accordance with best
commercial practices. PACKAGING/PACKING: Shall be in accordance with
