The Marine Corps Warfighting Laboratory (MCWL) is issuing a Broad
Agency Announcement (BAA) for research and development (R&D) concepts
addressing areas relating to mobility, maneuverability, and
survivability that can be used to increase combat effectiveness and
situational awareness, especially in an urban environment. Desired
concepts are those which manifest the capability to: (1) maneuver
widely dispersed, non-contiguous forces within the urban battle space
with the added vertical and subterranean dimensions; (2) enhance the
survivability of the force by virtue of this mobility and
maneuverability; (3) use unmanned vehicles to increase battle space
situational awareness, relay communications and serve as a means of
delivery. R&D proposals addressing these areas from a variety of
perspectives are of interest; for example, exploration of new concepts,
techniques in modeling and simulation for scenario evaluation, hardware
development, feasibility analysis, system integration,
performance-based return on investment analysis, as well as proof of
principle and concept demonstrations. Appropriate proposed systems may
transition to a Marine Expeditionary Unit for operational
