requirement exists for the design of a Composite Maintenance Facility
located at Kingsley Field Air National Guard Base, Klamath Falls,
Oregon which includes Type A, B and C Services. The work includes
facility repair, maintenance, demolition and new construction and/or
remodeling design effort. The anticipated contract will have multiple
start and stop phases of design. Design efforts will cover a total
scope of more than 60,000 square feet contained in 5 different
buildings, plus the demolition of 3 wood framed buildings with asbestos
bearing materials. Additionally, there is a requirement for the design
of a new roadway. All phases of design services including planning,
technical studies, construction management, specification writing, cost
estimating, CAD drawings production and transmission, will be required
for all engineering disciplines including hazardous materials
technicians, certified roofing technicians, geophysical technicians
(with seismic experience) and protective coatings technicians.
Applicants must have on staff or demonstrate alliance with the above
mentioned disciplines. Anticipated start date for contract is April
1998. Evaluation criteria in descending order of importance are: (1)
Professional qualifications necessary for satisfactory performance of
required services (2) Specialized experience and technical competence
in the type of work required (3) Capacity to accomplish the work in the
required time (4) past performance on contracts with Government
agencies and provate industry in terms of cost control, quality of work
and compliance with performance schedules (5) Location in the general
geographical area of the projects and knowledge of the locality of the
projects, provided that application in this criteria leaves an
appropriate number of qualified firms given the nature and size of the
projects (6) Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design. Final selection procedure may include person or
telephone interview. A firm fixed price contract is contemplated. All
firms are to list all previous work accomplished for the Air national
Guard in the past five years. The estimated construction cost is over
10 million dollars. This is not a Request for Proposal (RFP). Project
book will be available for review to final selectees. Qualified firms
