Contracting Squadron Elmendorf AFB AK, jbarbour@elmendorf.af.mil. This
is a combined synopsis/solicitation for Commercial items prepared in
accordance with the format in subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. The request for Quote (RFQ) is
F6550198Q0044. The provisions and clauses incorporated are those in
Federal Acquisition Circular 90-46, and it has a standard industrial
code(SIC) of 4449. Line item 0001: QTY 91, unit of issue per day with
extended total. The services required by this Statement of Work(SOW)
include contractor furnished labor, supervision, transportation, tools,
equipment and minor materials necessary to accomplish the services to
lease a Camp Barge to be "beached" at Hemlock Bay Alaska to lodge up to
25 personnel. Camp is required to have full kitchen
/laundry/latrine/shower facilities; an ADEC approved class A public
water system with a minimal potable water storage capacity of 3000
gallons and an ADEC approved wastewater treatment package plant (sewage
discharge system). Camp is required to have a minimum diesel fuel
storage of 3000 gallons. Contractor shall top of water, fuel and
propane tanks upon delivery of the barge, additionally provide
operation and maintenance manuals or written standard operating
procedures for the public water system, wastewater treatment package
plant, and fuel storage/distribution systems and general barge upkeep.
Contractor shall train 2 military personnel on maintenance procedures
for the barge. All required permits to beach and maintain vessel to be
obtained by contractor. Operations to beach and maintain barge shall be
planned to minimize environmental impacts to the surrounding area. This
plan subject to approval by the Corps of Engineers POC Mike Holley
(907) 753-2720 prior to awarding contract. Barge to be in place by 15
Jan 98. Period covered is 15 Jan to 15 Apr 98. Contractor required to
meet all appropriate marine transportation and safety
regulations/certificates. Barge must be able to sustain operations
during "normal" winter conditions for that region and may be subject to
inspection by USCG Marine Safety. Line item 0002: QTY 1, unit of issue
1 job, mobilization/demobilizaion fee. Line item 0003: QTY 1, unit of
issue 1 job, Beach preparation fee. Request for site visit will be
held RSVP no later than 12 Dec 97. All personnel attending the site
visit will meet at Taquan Air Hangar at 11:00 AM in Metlakaket Alaska
. The following provisions apply 52.212-1, Instructions to Offerors,
Commercial Applies to this acquisition and any addenda 52.212-3,
Advising Offerors to include a completed copy of representation and
certifications-commercial items with offer, 52-212-4, Contract terms
and Conditions-Commercial items, applies to and a statement regarding
any addenda to clause, and 52.212-5, Contract terms and conditions
required to implement statues or executive orders-Commercial items,
