S -- - INTENT TO ISSUE A SOLE SOURCE CONTRACT TO JACKSON & BLANC, SAN DIEGO, CA Notice of intent to issue a sole source contract to Jackson & Blanc in San Diego, California. Purpose of contract is to change refrigerant for air conditioning and refrigeration systems from an R-12 system to an FR-12 (134/124 blend) on the NOAA Ship DAVID STARR JORDAN in San Diego, CA. Work will include pumping out all R-12, hydro-test system and repair any leaks, complete flush of all systems and components, vacuum test the system, installation of new refrigerant, operational test, and setting of all system controls. Old R-12 shall be turned over to NOAA for use on other ships. Also provide approximately 250 pounds of spare refrigerant for the ship. Jackson & Blanc is currently performing other work on the ship. Work required to be completed 12/97, ship sails 1/98. No other source known which can complete work by 12/97 to meet 1/98 sail date.
