The 30th Space Wing, 30th Civil Engineering Squadron requires a 48 month Lease with Option to Buy for one Caterpillar Backhoe, Model 416C or equal at Vandenberg AFB CA. This solicitation is issued as a request for quotation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number for this synopsis/solicitation Request for Quotation (RFQ) is F04684-97-R-0032 and a Request For Quote is hereby issued. The solicitation document and the provisions and clauses are those in effect through Federal Acquisition Circular 90-46. WORK STATEMENT : LEASE with option to buy 1. Purpose: This statement of work will cover the requirement to lease with option to buy for one backhoe loader, brand name or equal. The lease period will be 48 months with an estimated usage of 130 hours per month. 2. General Requirements 2.1 The vehicle shall be a Caterpillar model 416C, or equal. 3. Salient Requirements: 3.1 This vehicle shall have an enclosed cab with heating and air conditioning. 3.2 This vehicle shall have a two stick operation of left-boom/swing; Right-stick/bucket. 3.3 This vehicle be equipped with a diesel powered turbo engine having the capacity of 28-35 gallons. 3.4 This vehicle shall have a minimum horsepower (HP) ratings at 2200 RPM of 77HP/gross and 74 HP/net. 3.5 This vehicle shall be four wheel drive equipped with the capability if engaging the four wheel drive on the go 3.6 This vehicle shall be equipped with reversible stabilizer pads. 3.7 This vehicle shall have power steering and provide emergency steering capability in case of power failure. 3.8 This vehicle shall be equipped with a rotary pump to provide a constant flow of power during boom operation. 4. Backhoe Requirements: 4.1 This backhoe shall have an extend-a-hoe with a minimum digging depth of 18 feet. The stick digging force required with the extend-a-hoe at its fully extended position shall be a minimum of 5,500 pounds. 4.2 This backhoe shall have a minimum loading height of 13 feet and beequipped with a minimum of 24" width an d an approximate capacity of 7 cubic feet. 4.3 The lower portion of the boom shall have a curved design which aids in lateral digging and is capable of digging over and around obstacles. 5. Loader Requirement: 5.1 This loader shall be equipped with a multipurpose bucket that has a capacity of approximately 1.25 cubic yards and reversible bolt on teeth. 5.2 This loader have automatic hydraulic self leveling with return-to-dig position and bucket level indicator. 5.3 This minimum loader breakout force shall be 9,000 pounds. The minimum loader lifting capacity, at full height shall be 4800 pounds. 6. Shipping Instructions: 6.1 Item shall be delivered FOB Destination 6.2 Delivery Address: SHIP TO/MARK FOR: 30 CES/CEOXH Facility 10715, Nevada & 6th Street Vandenberg AFB CA 93437 7. Warranty 7.1 This vehicle shall be warranted for the term of the lease from the date of the delivery and shall include all parts and labor for repairs at no cost to the government. Services shall be provided by the nearest authorized service center which shall be located within 50 miles of Vandenberg AFB. 8. Maintenance: 8.1 Daily maintenance such as checklist for oil, coolant, grease, fluid levels and changes, tire pressure and repair, lights and warning devices shall be accomplished by Government personnel at Government expense. 9. Training: 9.1 The contractor shall provide two complete sets of operator/user manuals which provide instructions for the complete operation, routine maintenance and trouble shooting procedures for the backhoe.
