Announcement (BAA) 98-0068 synopsized in the Commerce Business Daily on
7 October 1997. The Government will not issue a formal solicitation
other than BAA 98-0068 as amended. The objectives of the Government in
issuing this BAA are (1) to ask industry to review and comment on the
Government's proposed concepts for the Undersea Warfare Technology for
the 21st Century (USW21) Program; (2) to have industry aid the
Government in writing requirements; and (3) to research new
technologies/ideas. This amendment answers questions raised at the
Industry Brief, makes some changes to the evaluation criteria, and
changes the closing date by which all proposals will be due. Otherwise,
the terms and conditions in the BAA remain unchanged. Answers to
technical questions as well as the DRAFT USW21 Top Level Requirements
Document will be provided in separate documents to those who attended
the Industry Briefing. All others may request copies of these documents

two answers to contractual questions: (1) The Government does not
foresee that a company will have an unfair competitive advantage by
participating in development of these specifications. The Government
intends to administer the effort under this BAA such that participating
Contractors will be able to compete on all contracts that result from
the generation of requirements under this acquisition. (2) Regarding
unlimited data rights, offers shall identify, to the extent known at
the time an offer is submitted, any data or software that offerors
assert should be furnished to the Government with restrictions on use,
release, or disclosure per DFAR 252.227-7017. The time and date for
submittal of proposals is changed to Friday, 13 February 1998, at 2:00
p.m. local time (EST). Except for classified information, proposals
shall be sent to the Contracting Officer as specified in the BAA. All
classified portions of the proposals shall be sent to Naval Undersea
Warfare Center Division Newport, Attn: Gregory Cyr, Code 3011, Building
1320, Room 423, Newport, RI 02841-1708. If the entire proposal is
classified, a cover letter shall be sent the same time as the
classified proposal to the Contracting Officer by 13 February 1998, at
2:00 p.m. local time (EST). The content of Volume I is changed as
follows: Volume I shall include at a minimum the following sections,
each starting on a new page: (1) a one-page overview of the
technologies and/or concepts as well as any innovative claims for the
proposed technologies that would benefit the requirement generation
process of the USW21 program; (2) a description of how the offeror's
expertise would be integrated into the USW21 program; (3) a discussion
no more than 5 pages giving previous accomplishments and work in this
or closely related research areas, and the qualifications of the key
personnel. The requirement for Volume II remains the same. The
evaluation criteria for Technical Capability is changed as follows: (1)
the potential technical contribution to the generation and/or
development of the USW21 requirements; and (2) the offeror's approach
to integrating its technology into the USW21 platform. The word "cost"
is changed to "price" wherever it appears. Accordingly, the second
evaluation factor is now Price which includes the following: price
realism, affordability of the proposed approach, and any fixed price
incentive or sharing provisions proposed. Estimated RFP release date:
There is no RFP. The BAA is the solicitation. It was released 10/7/97.
This amends the BAA. Estimate this amendment's release to be 12/9/97.
