located at Portland Air National Guard Base, Portland, Oregon. Work
includes design of a 44,500 square foot non combustible facility and
will contracting; kitchen, serving lines and dining areas;
administrative offices to include interior systems furniture layout;
training classrooms; conference rooms; supply and mobility storage
areas. Facility may be one or two story design and will be
aesthetically comparable with other existing and planned structures in
the area of the proposed site. Site work includes all environmental
investigation, site preparation, site drainage, utility services,
parking lots, drives, curbs, sidewalks and landscaping. Design will
also include the remodel of the existing dining facility and possibly
other affected areas for administrative offices. Significant evaluation
criteria in descending order of importance are (1) Professional
qualifications necessary for satisfactory performance of required
services. (2) Specialized experience and technical competence in the
type of work required. (3) Capacity to accomplish the work in the
required time. (4) Past performance on contracts with government
agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules. (5) Location in the general
geographical area of the projects and knowledge of the locality of the
projects, provided that application in this criteria leaves an
appropriate number of qualified firms given the nature and size of this
project. (6) Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design. Final selection procedure may include personal or
telephone interview. A firm fixed price contract is contemplated. All
firms are to list all previous work accomplished for the Air National
Guard in the past five years. The estimated construction cost is
between $5 million and $10 million. The estimate length of construction
is 365 days. This is not a Requestfor Proposal (RFP). Project book will
be available for review to final selectees. Qualified firms desiring
consideration shall submit two copies of the SF 254 (copy must be less
than one year old) and a current copy of the SF 255 to be received no
later than 1530 on 8 January 1998 at the USPFO For Oregon, Attn:
