Notice is issued to identify potential sources who are interested in
submitting a proposal for Radiological Instrumentation Calibration
services located at the Miamisburg, Ohio Mound facility. The
calibration program will support the ongoing radiological remediation
efforts at the Mound facility until approximately the year 2003.
Operation of the facility will be in accordance with 10 CFR 835,
N42.17A, ANSI N323 and MD-10215 standards. The following is a brief
description of the contract requirements. It should be understood that
the requirements set out below are not all inclusive. The total
requirements will be contained in the Request for Proposal (RFP). The
contractor shall be responsible for: (a) Managing all tasks identified
in the Statement of Work including operations compliant with 10 CFR
835 and Quality Control requirements as implemented in the Mound
specific manuals, calibration of identified instrumentation,
recordkeeping, storage and transfer, instrument pickup and delivery and
DOE property accounting. (b) Providing pre-notification of expiration,
calibration and maintenance of radiological instrumentation in
accordance with ANSI N323, 10 CFR 835 and MD-10215. All calibration
shall be NIST traceable. In addition, new instrumentation training,
testing, procedure development and technical specifications will be
provided as required. (c) Providing a staff including health
physicists, technical and clerical support as needed to perform
calibration, function testing and repair of all current radiological
instrumentation on hand at the Mound facility at the frequency
prescribed. In addition, an inventory of calibrated equipment shall be
maintained. (d) The total operation of the calibration facility at the
Mound facility and equipment maintenance, radiological controls,
surveys, work permits, personnel training and recordkeeping. This also
includes maintaining a radiological instrumentation parts and chemical
inventory, providing for exposure of Thermoluminescent Dosimeters in
the Low Scatter Facility and providing for operations of the Tritium
Calibration Hood. In addition, a documented Conduct of Operations
program in accordance with Mound Procedure MD-10361 shall be
maintained. (e) Providing in place field calibration for continuous air
monitors, box line monitors, portal contamination monitors, flow
~meters and criticality monitors. In addition, health physics technical
support shall be provided for technical basis generation, procedure
generation and modification, and source change out. A Firm Fixed Price
contract is contemplated with a period of performance of five (5)
years which will consist o~f a base year plus four (4) one (1) year
priced options. Interested companies should submit a letter of interest
with a detailed description of their capabilities to perform the work
outlined above; experience doing similar type of work; and,
documentation of their financial capability to perform any resultant
contract. Even though full and open competition is anticipated, please
identify whether your business is large, small, small disadvantaged or
