U.S. Postal Service, Headquarters Purchasing, Room 4541, 475 L'Enfant Plaza, SW., Washington, DC 20260-6230

R -- SALES FORCE AUGMENTATION SOL SFA-98-1 DUE 123197 POC Jim Reilly (202)268-5098; Sherry L. Coats (202)268-5787 WEB: SFA-98-1, http://www.usps.gov/business/wantad.htm. E-MAIL: jreilly@email.usps.gov, jreilly@email.usps.gov. Background The United States Postal Service (Postal Service) is considering establishing an augmented salesforce to expand its customer reach and to target major metro areas for its Priority, Express and Global Priority Mail products. The Postal Service will be pre-qualifying augmented sales force providers who will then be offered the opportunity to respond to a competitive solicitation for two pilot programs in Atlanta and San Francisco. These pilots may lead to additional augmented sales force implementations in other major metro markets. Given the potential for expansion and the complexities of implementing such an augmented force, the Postal Service wishes to pre-qualify providers that have experience in implementing and supporting sales forces in major metropolitan areas. Qualifications A Sales Force Augmentation (SFA) provider must demonstrate previous experience in conducting an outsourced sales effort for a large corporation with multiple locations. That experience must include prior or current experience in: managing a salesforce; generating substantial revenue; retaining new customers; identifying and selling to small to medium sized businesses; rapidly providing 10 to 20 sales persons in a metro area; simultaneously managing sales forces in different geographical regions of the United States; recruiting and training sales personnel; setting sales force goals and incentives; designing sales management territories; compensating and rewarding personnel; tracking sales performance; reporting sales data and monitoring program performance. Potential providers will be responsible for providing facilities and equipment; hiring, paying and managing sales personnel; training sales personnel after initial indoctrination training by the USPS; lead generation, and other efforts needed to sustain a high performing salesforce. Please note that pre-qualification does not constitute contract award. Pre-qualification Package The Pre-qualification Package may be downloaded in Rich Text Format (RTF)for Microsoft Windows based word processors or in ASCIITXT. The document is a self expanding archive containing multiple files. The files will be located on the Internet at http://www.usps.gov/business/wantad.htm on or about December 10, 1997. Supplier response to the pre-qualification documentation will be due December 31, 1997. (0343)
