Delivery is to Cleveland, Ohio 44135. Delivery is required within 22 weeks after contract award. All responsible sources may submit a quotation which will be considered. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. The Standard Industrial Classification Code (SIC) for this procurement is 3599. The Small Business Size Standard is 500. This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA). The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial; 52.212-4 Contract Terms and Conditions; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. EVALUATION FACTORS: Award shall be made on best value to the Government, with consideration given to price, delivery, past performance, warranties and other considerations of value. It is anticipated that an award will be made within 10 business days after the date for submission of quotes. Award shall be made to that offeror who meets all the requirements in the Specifications/Statement of Work and whose proposed price is determined to be the lowest overall cost to the Government. The following specifications are as follows: System Working Pressure: 3000 -- 6000 pounds per square inch (PSIG) variable System Flow Capacity: 100 gallons per minute (GPM) Working Fluid: Mil-H083282 hydraulic fluid System Fluid Capacity: 150 U.S. Gallons System Filtration: 10 Micron absolute System Power: 480 VAC, 3-Phase, 60 Hz Noise Rating: 85 dBA (3 feet from unit) Fluid Cooling: Self-operating oil-water heat exchanger to maintain oil temperature @ 120 degree F Special Requirements: Automatic pump shutdowns for system fluid high temperature & system fluid low level Electrical connections available for remotely operating the unit (on & off only) and viewing shutdown indications Return flowmeter (3% accuracy) SAE/AN fittings for hydraulic and water supply & return Reservoir equipped with a nitrogen "bubbler" to maintain dry reservoir fluid It is the quoter's responsibility to monitor this site for the release of amendments (if any).
